32 | Allegation regarding- Staff handled child in a rough manner. According to the RP, on picture day (02/26/25), they observed S4 grab C1 by both arms and forced them to sit on the floor. RP stated that C1 began to cry; however, RP acknowledges that full view of the incident was obstructed as the door and S4s body was blocking the view. It is unknown if the child sustained any injuries or marks. LPA conducted interviews with S1 thru 5, who made no disclosures. Per S1, they were made aware of the incident on 03/07/25 and requested a written declaration from RP. S1 stated that the alleged incident was reported to upper management who handled the incident internally, but did not provide any updates regarding the investigation/results. Staff interviewed denied witnessing S4 grab C1 or other children in care with both arms and using force. LPA conducted interviews with S4 who denied the allegation; however, clarified that on picture day, they recalled C1 throwing themselves on the floor and stated that it could’ve been misinterpreted. According to S4, they never grabbed C1 with both arms forcing them to sit on the floor; however, S4 does acknowledge that when they need to handle children including C1 they place both arms around the child/children’s waist. S4 also stated that they understand children should not be held or grabbed with one arm. LPA was unable to interview C2 and other children due to their age as they are toddlers. LPA conducted interviews with Parent 1 (P1 thru 3), who made no disclosures. LPA attempted to interview P1; however, parent declined interview. According to P2 and P3, there are no issues or concerns with the staff or facility.
Based on interviews, this agency has investigated the complaint alleging “Staff handled child in a rough manner.” LPA found conflicting statements regarding the allegation and therefore have found the complaint to be deemed UNSUBSTANTIATED. Meaning that, although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred.
