Licensing Program Analyst (LPA) Franchesca White arrived at the above facility for the purpose of an unannounced Subsequent Complaint Inspection. LPA White announced the purpose of the visit and was granted entry to the facility by Site Supervisor Deandra Johnson. There were 33 children present the time of inspection. There were 12 staff present. Twelve out of twelve staff have current criminal background clearance.

The purpose of today's inspection is to deliver findings of the complaint received to the department on 1/8/2026 with an allegation that the staff do not make sure that child's toileting needs are met. LPA White has conducted multiple visits to the facility consisting of observations, record review, and interviews. Parent 3 stated that sometimes they don't have time to allow the child to be changed before they leave, and they will change them at home. Also stated that yes my baby has been wet when I picked him up, but never soaked. His teacher always offers to change him, and sometimes I allow it when I have time.

LPA White reviewed diapering logs going back to January for each class, and conducted observations of the classrooms on 1/14, 1/30 ,and 3/4. During those observations LPA White observed staff routinely taking day care children to the bathroom, and checking the children before returning to the classroom. Each staff member documented, or shared the information with the teacher in the classroom to ensure accurate documentation for each child. Site Supervisor stated that when facility is short staffed, teachers are instructed to take all the children to the bathroom together to ensure every child's needs are met.

Based on observations, interviews, and record reviews there is not a preponderance of evidence. Therefore, the allegation of this complaint is UNSUBSTANTIATED. This means that there is not enough evidence to say that it did or did not happen. Therefore, there will be no deficiencies cited today in accordance with California Title 22 Regulations.

A Notice of Site Visit was given and must remain posted for 30 days. Failure to post will result in a civil penalty of $100.

The report was reviewed with Facility Representative, Natanie Ammons (Lead Teacher). A copy of the report and appeal rights was given to Facility Representative, Natanie Ammons (Lead Teacher).
