On 02/26/25, Licensing Program Analyst (LPA) Lilli Babcock conducted an unannounced annual/random inspection. A COVID risk assessment was conducted. LPA met with Director, Cindy O’Neill, who guided LPA on a tour of the facility. This is a preschool age program which is operated by Rio Hondo Community College District and is located on the premises of Rio Hondo College. Facility is currently licensed for a capacity of 120 children and operates Monday – Friday from 7:30 AM – 5:00 PM. Per the Director there are 57 children enrolled.

All areas identified on the Facility Sketch were inspected. Census was taken and the following staff were present during this inspection: Room 1: 4 staff with 12 children; Room 2: two staff with 11 children; Room 3: 2 staff with 16 children; Room 4: 2 staff with 13 children. Teacher-child ratios were observed to be in accordance with Title 22 Regulations. Staff names were recorded, and all were observed to be fingerprint cleared and associated via Guardian. The licensed facility is within the conditions, limitations, and capacity specified on the license.

LPA observed the facility to be clean, sanitary and in good repair. Furniture and equipment were inspected for good repair, free of sharp, loose, or pointed parts. All indoor classrooms were inspected to ensure that the floors have a surface that is safe and clean. Napping equipment (cots),

bedding were inspected for good condition, appropriate storage, and cleanliness. The facility provides sheets and blankets for the children and sheets and blankets are washed weekly by the facility. Storage for children's belongings were inspected. All toilets and washing facilities are in safe and sanitary operating conditions. At this time, the isolation room for ill children is adjacent to the Director's office and main office. Parents are contacted immediately when children are determined to be ill, and staff are ensuring that children with obvious symptoms of illness are not being accepted.

Menus were reviewed to ensure that they are being posted at least one week in advance and visible to an authorized representative. The facility provides breakfast, lunch, and PM snack. All kitchen, food preparation, and storage areas are clean, free of litter, rubbish, and rodents/vermin. All food is protected from contamination, and LPA inspected that any contaminated food is discarded immediately. Per Director, children bring water bottles from home and refill them as needed inside the classrooms and outside from a water bottle dispenser. All storage containers for solid waste, including moveable bins, have tight fitting covers on and are in good repair. Disinfectants, cleaning solutions, and other items that are dangerous to children are stored in an area inaccessible to children. Director states that there are no poisons stored at the facility.

At 11:07 am a smoke and carbon monoxide detector in Room 2 was tested and was observed to be operable on this day. Fire extinguisher in Room 1/2 was observed to have a service tag dated 12/12/24.

The facility has 2 yards that are fully fenced. Outdoor playground equipment was observed to be in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. There is shade in the play yard.

Staff Records were reviewed, and files reviewed were observed to be complete and to include immunizations, and valid CPR/1st Aid and Mandated Reporter Training. Children’s files were reviewed, and files reviewed were observed to be complete. Criminal Records Clearance for adults at the facility was reviewed and all adults observed to be present had fingerprint clearance.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. PIN 22- 05-CCP

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care­ licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.


This facility provides Incidental Medical Services - IMS. LPA reviewed storage of "medication and equipment/supplies, and reviewed children's, personnel, and administrative records. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.



At this time, the facility is in compliance with California Title 22 Regulations. Therefore, there are no citations being issued today.
