On 02/05/2025 at 08:20 am, Licensing Program Analyst (LPA) Jonnisha Culbert conducted an unannounced inspection at the facility noted above and met with Licensee, Norma Glenn. LPA stated the purpose of the visit was to conduct an annual/random inspection. The operating hours of the facility are Monday through Friday from 6:00 AM to 5:15 PM. Entrance Checklist (LIC 126) was provided to the Licensee upon arrival. Individuals residing in the home were discussed and noted. At the time of the inspection licensee, adult 1, and 5 children were present.

This is a single-family home that consists of two (2) bedrooms, two (2) bathrooms, living room, dining area, family room, kitchen, laundry area, detached garage, fenced front yard and fenced backyard.

Areas that are accessible to children include: living room, dining room, 1 bathroom, kitchen, laundry area (through passing), and a portion of the backyard. Per Licensee, the children stay in the living room and dining room area and all the other rooms are off limits and are inaccessible. LPA observed child safety knobs on all bedroom doors to make them inaccessible to children.

Areas off-limits to children include: 2 bedrooms, 1 bathroom, family room, detach garage, front yard, and section of backyard. Per Licensee, children are not allowed outside in front yard or in the gated section of backyard. LPA observed that there is a gate blocking access to the front and off-limits section of back yard.

The following documents were posted: Facility License, Notification of Parents' Rights (PUB 394), Earthquake Preparedness (LIC 9148), and Emergency Disaster Plan (LIC 610A). Licensee has a current Facility Roster (LIC 9040) available for review. LPA observed Disaster and Fire Drill log available for review. The last drill was conducted on 01/3/2025.

Areas used by children were inspected for safety, comfort, heating, cleanliness, and telephone service. LPA observed outlet covers, age-appropriate toys, child size furniture, and napping equipment for children. Per Licensee, the home is equipped with central heating and air and there are no fireplaces. Detergents, cleaning compounds, and medicines were made inaccessible to children. Per Licensee, poisons are not kept on the premises, and they annually utilize a pest control service. LPA reminded licensee that if poisons are purchased, they are to remain in areas that are locked and inaccessible to children. Per licensee, there is a fountain in the gated front yard but there is no water in it. Per licensee, it occasionally fills up with water from rain and they empty it. LPA observed that there is no water in the fountain. Per licensee, there are no firearms on the premises.

LPA checked the home for required emergency devices. LPA observed a fire extinguisher (3-A:10-B:C) that is fully charged with a receipt dated 03/11/2024. Licensee was reminded to have the fire extinguisher serviced yearly. A carbon monoxide detector was observed and is operable. LPA observed a fire alarm pull station located on the wall in the living room. Per licensee, the fire alarm makes a loud sound that neighbors will hear if pulled.

Per licensee, they provide meals and snacks for children in care. Licensee was reminded that food that is brought from the children's home shall be labeled with the child’s name and properly stored or refrigerated.

LPA conducted a record review of two (2) children's records and 2 personnel records. Based on the children's record review, all required forms are in children’s files. Based on the personnel records, Licensee have records of immunization against measles, pertussis, Tuberculosis, and a flu declination. LPA observed that Licensee has current Pediatric First Aid and CPR certificate with an expiration dated 01/2026 and they completed mandated reporter training on 07/05/2024. LPA reminded licensee that mandated reporter training must be completed every 2 years. Mandated reporter training is available at www.mandatedreprterca.com. Based on adult 1 record review, they were missing proof of immunization against measles and pertussis. Per adult 1, they have all their shots, but did not know they were required to give them to licensee. LPA reminded licensee that all volunteers are required to provide proof of immunization.

Licensee Norma Glenn was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Childcare Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Childcare Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: https://www.ada.gov/resources/child-care-centers/.Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, Norma Glenn, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

No deficiencies were cited during today’s visit. Exit interview conducted and report was reviewed with the licensee, Norma Glenn.
