On Wednesday September 2, 2026, Licensing Program Analysts (LPA) Joanne Solorio-Campos conducted an unannounced complaint investigation for the above allegations to deliver findings. LPA met with Alba Yoon who guided LPA on a tour of the facility. LPA observed a total of 6 children and one staff present.

During the investigation, LPA interviewed the Licensee, Staff #1 (S1), Parent #1 through Parent #3 a Child #1 (C 1), Neighbor #1-4, and the Mailman. LPA was not able to interview the Reporting Party as there was no information provided. LPA also obtained the Children’s Roster.

According to the Reporting Party (RP), they observed a child wandering outside of the facility without adult supervision. The RP stated they were watching from a building across the way and observed the child alone on the public sidewalk for about 20 to 30 minutes. The RP further stated that the child was seen holding onto the front gate and believed the child may have opened the gate on their own.

The Licensee stated that no incident occurred in which a child wandered into the street. The Licensee explained that an individual had parked in the designated 15-minute parking area in front of the home and remained there for an extended period. The Licensee stated she confronted the individual regarding the parking issue, after which the individual became upset and threatened to call law enforcement. According to the Licensee law enforcement arrived at around 12pm while the children were inside napping. The Licensee further stated that there was one child that stayed behind after all the other children went indoors during the outdoor play time transition. Licensee states that she had that child wait for her while she conducted a walk-through of the yard and observed the child in the front yard waiting. The Licensee stated that she walked back inside with the child holding their hand. The Licensee attributed the report of a child being outside alone to the individual who had become upset regarding the parking situation.

Parent interviews made no disclosures pertaining to the above allegation. All parents reported not having any concerns regarding the facility. Parents further reported they have not observed children outdoors on their own without supervision during drop off or pick up.

Child interviews did not disclose any information to corroborate with the above allegation. One child reported that they do open the gate to go to the sidewalk, but it is to help the Licensee sweep. The child stated that they are never outside without adult supervision.

The Staff interview did not disclose any information to corroborate with the above allegation. Staff went on to physically demonstrate the steps taken to bring the children from the outdoor play area into the facility.

Neighbor interviews did not disclose any information to corroborate with the above allegation. All neighbors reported being aware of a child care at the home and seeing children play in the front yard. Neighbors did not report observing children on the public sidewalk without adult supervision.

Mailman interview did not disclose any information to corroborate the above allegation. The Mailman stated that he is aware of the child care at the home and that the parking in front of the home is only 15-minute parking. The Mailman stated, “The lady is very particular about who parks there because I know it's for the parents to drop off and pick up so when people park there, she always comes out to tell them they can't really park there. I don’t really park there either.”

Based on interviews, observations and disclosures made during the department investigation, no disclosures were made by staff or parents or neighbors pertaining to the allegations above. Therefore, although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are unsubstantiated.

A notice of site visit was given and must remain posted for 30 days. Appeal Rights provided. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Appeal rights were given and explained. Exit interview conducted, report provided to Alba Yoon.
