Licensing Program Analysts (LPAs) Franchesca White and Keneisha Dunlap conducted an Unannounced Required Annual inspection to the above facility on 06/3/2024 at 9:30 a.m. Upon arrival, LPA disclosed the purpose of the inspection and met with Licensee, Maria Vides, who guided the LPAs on a tour of the facility. Per Licensee, there are adults living in the home and all have criminal record clearance. There was 1 day care children present during today’s inspection. Licensee states that there are currently 15 children enrolled. The children's roster was reviewed and is current. Per licensee, the facility’s hours of operation are 24 hours and 7 days a week. LPA reminded Licensee that she cannot provide care for a child longer than 23 hours. Emergency Disaster Plan, License, and Parents’ Rights were posted at the time of inspection. Disaster drill log was also available during today’s inspection, last disaster drill conducted on 4/10/2024.

This is a two-story home which consists of five bedrooms, four bathrooms, kitchen with eating nook, living room, dining room, back yard with laundry room, storage shed, and detached garage. Areas used by the children include the Dining Room, Kitchen, Living Room, Bedroom 1, Bedroom 2, Bathroom 1, and backyard. Per Licensee, areas off limits to children and parents include Bedroom 3 with Bathroom 2 located inside and Bedroom 4. Bedroom 4 contains the stairs that leads up to off limits upstairs area (Bedroom 5 and Bathroom 3). LPA White observed child proof door knob covers on entrance to Bedrooms 3 and 4 making it off limits to children in care. Licensee states laundry room, storage shed, and garage are off limits in the backyard, LPA observed these areas to be locked with a key at time of inspection making area off limits to children in care.

At 9:50 AM, LPAs observed all life saving devices the valve on the required 2A 10BC fire extinguisher indicates fully charged (Service Tag: 11/16/2023. At 9:55 AM, LPA observed smoke and carbon monoxide detectors to be in operable condition. Per Licensee, First Aid kit is kept in the Living Room, LPA observed First Aid kit and was inventoried for necessary supplies. The Licensee provided proof of Pediatric First Aid and CPR (12/28/2023). Proof of immunization against influenza, pertussis, and measles was readily available during today’s inspection. The Licensee did not have proof of Mandated Reporter Training.

All areas identified on the facility sketch as accessible to children were inspected to ensure that they are clean and orderly with ventilation and heating for the safety of the children. LPA White observe cooling and heating wall unit on the left wall of Living Room. There is a working telephone maintained in the home. Main Care Areas of the home are the Living Room, Dining Room, Kitchen, Bathroom 1, Bedroom 1, and Bedroom 2. Per Licensee, Bedroom 2 is only used for napping. Upon entry of the home you enter the Living Room-Dining Room area. At 10:10 AM, LPA White observed couches, cubbies with age-appropriate toys, free of loose and sharp parts and to the right of Living Room is Dining Room with Dining Room table and chairs and China cabinet.

At 10:15 AM, LPA observed Kitchen to the right of the home located through a doorway past the Dining Room. At 10:20 AM, LPA observed a drawer that contains sharp knives and other hazardous items to not be inaccessible to children in care with the child safety lock not being properly in place. LPA informed Licensee to replace any child safety locks to make areas of the kitchen in accessible to children in care.

At 10:25 AM, LPA observed a wall heater in the hallway. Per Licensee, this wall heater is inoperable. LPA White confirmed that there is documentation on file with the department that wall heater is inoperable. At 10:30 AM, LPA entered Bedroom 1, located through a hallway in between Living Room and Dining Room, to have cubbies and plastic bins of age-appropriate toys, bed, and carpet throughout. Bathroom located at the end of the hall on the right was observed to be sanitary, free of hazards, and cleaning solutions at the time of inspection. At 10:40 AM, LPA observed Bedroom 2 to have a bed and napping child in the room, per Licensee this room is only used for napping. Per licensee, there are no pets and LPA did not observe any pets. Detergents, cleaning compounds, medications, and other items which can pose a danger to children are inaccessible. The Licensee states that there are no poisons or medicines in the home. The Licensee does understand that poison must be locked with a key or combination lock.

Per Licensee, the children will have access to backyard area through a back door in the Kitchen. LPA White informed Licensee Maria Vides that she would use the front door an exit to the backyard until she can make the kitchen contents inaccessible to children passing through.

LPA White observed backyard has concrete floor and adequate perimeter fencing through-out the yard. At 10:50 AM, LPA Franchesca White observed backyard to have three plastic playhouses, bicycle, and other age-appropriate toys free of loose and sharp parts available for the children in the backyard and all trees, shrubs, and plants are maintained at time of inspection. At 10:55 AM, LPA observed off limits areas of backyard to be locked with a key. At 10:58 AM, LPA White observed a fenced off side yard area making it off limits to children in care. LPA’s informed Licensee that gate should locked with a key when day care children are present.

Per Licensee, there are no weapons, firearms in the home and there are no bodies of water around the premises. During LPA White's inspection there were no bodies of water observed around the premises. Per licensee, they provide food for children in care.

Licensee Maria Vides was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA also informed licensee Maria Vides of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: https://www.ada.gov/resources/child-care-centers/.

Licensee Maria Vides was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.


During the exit interview, the Licensee Maria Vides, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.


Based on this information, the following deficiencies on the attached LIC 809 are being cited in accordance with California Code of Regulations Title 22. Deficiencies that are being cited need to be cleared to protect the children's health and safety.

A notice of site visit was given and must remain posted for 30 days.
