25 | On March 26, 2026, Licensing Program Analyst (LPA) Priscilla Ochoa conducted an unannounced Case Management inspection – deficiencies. LPA met with Licensee’s assistant, Brissa Cespedes who guided LPA on a tour of the facility. Per assistant the licensee is currently at a medical appointment and will be back shortly. LPA observed 9 preschool children in care along with 2 staff members.
During complaint investigation tour conducted on 03/26/2026, LPA observed 9 children napping in the napping room with 1 assistant, Staff 2 (S2) supervising the children. Per S1, they has just arrived to the facility and having lunch in the kitchen area which is not near the napping room. S1 stated that another staff member was supposed to be in the napping room along with S2 while they finished their lunch, but they had left beforehand. LPA explained to S1 that when there is only 1 staff member supervising the children, the facility must operate as a small not a large. LPA also explained to S1 that it’s the licensee’s responsibility to ensure the facility is operating within ratio at all times. During the inspection, 1 child did go home, making the facility back in ratio.
LPA P. Ochoa informed licensee’s assistant, Brissa Cespedes that this report dated 3/26/2026 documents 1 Type A citation which shall be posted for 30 consecutive days as there is immediate risk(s) to the health, safety, or personal rights of children in care. Also, LPA P. Ochoa informed the licensee’s assistant, Brissa Cespedes to provide a copy of this licensing report dated 03/26/2026 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.
A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee’s assistant, Brissa Cespedes. Page 1 of 1
