13 | Licensing Program Analysts (LPAs) F. White and K. Dunlap arrived at the above location for the purpose of delivering findings of a complaint received to the department on July 10, 2024. LPA White announced the purpose of the visit and was granted entry into the facility by licensee, Cecilia Espinoza. There are 11 children enrolled. There are 9 children present at the time of inspection. All adults in the home have current background clearance.
During the course of this investigation, LPAs K. Dunlap and F. White conducted observations, reviewed records, and conducted interviews in an effort to deliver fair and truthful findings to the allegations of a Child sustained an injury while in care, and Licensee hit child in care. The information gathered from the interviews revealed that the licensee provides proper care for the children, there is clear communication from all staff, the children are engaged and growing fast. Interviews also revealed that the discplinary methods for the facility are redirection.
