On Wednesday February 19, 2025 Licensing Program Analyst (LPA) Joanne Solorio Campos conducted an unannounced annual inspection and met with licensee, Violeta Vargas who guided LPA on a tour of the facility. Inspection was conducted in Spanish. At time of inspection, LPA did not observe any children in care. Per licensee, children are home sick. Total children enrolled are 3. Hours of operation are Monday through Friday, 6AM to 7PM and licensee cares for children ages 0-13yrs old.
This is a one-story home part of a two-story house, where licensee resides in the first floor of the house. The home consists of 2 bedrooms, 1 bathroom, kitchen, dining room and living room and a completely fenced back yard and front yard. The children have access to the bathroom, living room, dining room, one bedroom and the backyard. Per licensee, areas off limits to children and parents include: 1 bedroom, which was observed to be locked. Family members residing in the home are 2 adults (criminal record clearances on file). The LPA toured all areas used by children during this visit.

LPA inspected the facility for safety, comfort, cleanliness, ventilation and working phone (cell phone and landline). For ventilation, LPA observed ceiling fans and windows. LPA observed an electrical fireplace in the living room which is made inaccessible to the children. At time of inspection, LPA observed the furniture, children’s manipulatives, games, and books, to be age appropriate and well maintained free of loose, sharp or pointed parts.

LPA observed cleaning compounds items, stored underneath the kitchen sink, and observed an operable childproof lock in place, making it inaccessible for children to open. LPA observed the knives and sharp objects stored inside the top kitchen cabinet with a childproof lock making it inaccessible for children to open.
The licensee stated the facility provides breakfast, lunch, and am and pm snack by utilizing a food program. LPA informed licensee any food brought from the children's homes, the container shall be labeled with the child's name and properly stored or refrigerated. For water drinking, licensee stated she provides water.
Licensee stated she currently does not have any children with severe food allergies nor on medication.

LPA Solorio Campos entered the bathroom and observed a working toilet, working sink with hand soap and the bottom sink cabinet was closed with an operable child proof lock at the time of inspection and did not observe hazard materials. The restroom was observed to be in good condition. LPA reminded licensee that all personal items (ex; shampoo, toothpaste, mouthwash, or items that fall into that category) must be made inaccessible to children.

LPA Solorio Campos asked the licensee if there were any pets, poisons, firearms, weapons, or bodies of water. The licensee stated she does have one small dog and is kept in the room inaccessible to children. Licensee stated she does not have any of the other above mentioned and LPA did not observe any. The licensee was informed that if any poisons (ex; drano, rat poison or items that fall into that category), firearms and weapons are purchased, it is required to be locked with a key or combination lock and firearm and ammunition must be stored separately.

At time of inspection, LPA Solorio Campos observed the required 2A10BC fire extinguisher located in the living room and the valve on the green area indicating fully charged and purchased on 2/18/25. LPA observed a carbon monoxide detector and smoke alarm located in the hallway. LPA tested the carbon monoxide and smoke alarm and were heard to be operable. LPA observed the first aid kit in the dinning room to be complete with band aids, gauzes, adhesive bandages, antiseptic wipes and scissors. For ill isolation, licensee stated she utilizes the corner of the living room area. LPA observed the last emergency drill conducted on 2/4/25.

LPA Solorio Campos observed the outdoor area that is utilized by children for safety, comfort, and cleanliness. LPA observed the play yard to be fenced, and gates closed lock at time of inspection. LPA Solorio Campos observed the play equipment to be age appropriate and free of loose, sharp or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. LPA observed play structure to be age appropriate and areas around or under high climbing equipment, are cushioned with material that may absorb a fall. For outdoor water drinking, licensee provides water.

LPA Solorio Campos observed licensee Red Cross Pediatric First Aid/ CPR certification and expires 8/25 and licensee has proof of immunization against Pertussis, MMR, and Influenza declination. Licensee has completed the Child Abuse Mandated Reporter (AB 1207) training and expires 8/16/25. Licensee was advised that the mandated reporter training must be completed every 2 years, and is available at www.mandatedreporterca.com

LPA Solorio Campos reviewed the children’s roster, children’s files and observed the files to be complete.

LPA Solorio Campos observed the following required postings in the entry way of the facility; License, LIC 9148 Earthquake Preparedness Checklist, LIC 610A Emergency Disaster Plan, Pub 394 Notification of Parents Rights, and LIC 999 Facility sketch.

Family Child Care Homes Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Family Child Care Homes Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

At this time, the licensee is in compliance with California Title 22 Regulations. Therefore, there are no citations being issued today.



A notice of site visit was given and must remain posted for 30 days.

Exit interview was conducted and report was reviewed with licensee Violeta Vargas.
