Licensing Program Analysts (LPAs) Keneisha Dunlap and Franchesca White arrived at the above facility for the purpose of an unannounced Annual Inspection. LPA Dunlap announced the purpose of the visit and was granted entry into the facility by Licensee Vanessa Alba. There are seven children enrolled, and one child present at the time of inspection. The hours of operation are 24 hours a day Sunday- Monday. All adults in the home were discussed and background and fingerprinted cleared. License, Facility sketch, disaster plan and PUB 394 posted. Licensee does have a current disaster log drill with 7/19/24 Licensee does have current 9040 (facility roster)

This is a single-story home with the three bedrooms, three bathrooms, kitchen, playroom, back yard and front yard. The play area is the main care room, and the kitchen is accessible to children. The home is ventilated with a HVAC system, and the playroom has a portable cooling/heat unit.

At 10:00am, LPA Dunlap observed the play area which has steps leading down to the play room with rail. The play room has linoleum floors where there is a children size rectangle table, and child size 5 chairs are for sitting. There are posters along the wall for numbers, shapes, alphabets, etc. There is a first aid cabinet mounted on wall. There is a carpet area with an adult size couch as well as a lounge chair. There are manipulate play items, a library area, and a dramatic play area. There is a hand washing sink in the play room.

At 10:30am, LPA Dunlap observed a fire extinguisher 2A-10BC fire extinguisher in the home with a purchase receipt dated 3/15/2024.

At 10:35am, LPA Dunlap observed the kitchen area where the children have access. The cabinets had safety latches. The knives were inaccessible to children in lockbox.

At 10:45am, LPA Dunlap observed the bathroom area that children utilize with safety latches.

At 10:50am, LPA Dunlap observed an operable smoke detector in the play area.


At 10:55am, LPA Dunlap observed an operable carbon monoxide detector in the hallway.

At 11:00am, LPA Dunlap observed the front yard which is used for outdoor play area. The area in front has a climbing structure and plants along the driveway.

At 11:10am, LPA Dunlap reviewed the staff files and observed the following:

At 12:15pm LPA White reviewed the children's files and observed the following:

The Licensee stated that they communicate with parents via text, phone, and/or person. The Licensee has a cell phone that they use for main use.

The Licensee stated they do not have any children that they administer medication to at this time. If children were to have medications that need to be administered there is a lockbox in the hallways to store medication.

The Licensee states that when children are in sick be placed near door of play area.

The Licensee stated there are no firearms in the home.

The Licensee stated that there are smokers in the home which is Staff #2, but smoking is done in backyard of home. Licensee states that Staff #2 does not smoke at all when day-care children are present.

The Licensee stated that they do provide transportation for children in the morning for morning pickups and afternoon drop-offs.

The Licensee stated they do not have any children with allergies. If children have allergies they request parent to bring child their own food. They also keep a list of any children who has allergies in the kitchen.

The Licensee stated that they do homework, reading, arts & crafts, and free play outside.

The Licensee stated that the discipline policy is time-out and speak with parents. Policy is stated in children files as well.



The Licensee states that there are no large bodies of water on premises.

Criminal Record Clearance - Family Child Care Homes Licensee, Vanessa Alba was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) – This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Licensee, Vanessa Alba was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Megan’s Law - Family Child Care Homes During the exit interview, the Licensee, Vanessa Alba, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

A notice of site visit was given and must remain posted for 30 days. Failure to post will result in a civil penalty of $100 per day.

Based on today's observations, record review, and interviews the following deficiencies will be cited in accordance with California Title 22. All deficiencies need to be cleared on or before the specified due date for the health and safety of the children in care.

Exit interview conducted and report was reviewed with the Licensee, Vanessa Alba. A copy of the report, notice of site visit, and appeal rights was given to Licensee, Vanessa Alba.
