25 | Licensing Program Analyst (LPA) Mayra Rivera conducted an unannounced case management Lead Testing/Exceedance inspection on Friday, 5/5/2023. LPA Rivera met with Mildred Lovett, Director who was informed of the purpose of this inspection. LPA was provided a tour of the facility. During this inspection LPA observed no children in room 6, and observed staff 1 and 2. Room 5, LPA observed 8 children with staff 3 and 4; Room 7 LPA observed 11 children with staff 5 and 6. Room 8, LPA observed 5 children with staff 7 and 8. Classroom 3 and 4 are not being utilized and have been used since March 2020. This is a preschool program that operates Monday to Friday from 7:00 AM to 5:00 PM. Teacher and child ratio were observed, and staff present are fingerprinted cleared.
LPA discuss with Mildred Lovett the water lead test results sampled on 3/28/2023, results show that a water source in the facility had Action Level Exceedance (ALE) of lead. The sink faucet located in classroom 3 has a lead result of 10 parts per billion (ppb), and classroom 6 has a lead result of 5.5 parts per billion (ppb).
A result with values of 5.5 parts per billion (ppb) or greater shall be deemed an Action Level Exceedance in accordance with the Lead Testing Written Directives section 101700.3 subsection (b)(1).
Per director, classroom 3 has not been utilized since March 2020, and children in classroom 6 drink water from purified water bottles. During the visit, the faucet in classroom 3 and 6 was turned off. LPA Rivera took pictures of the water faucet during the inspection. A deficiency was cited to ensure that the sink faucet noted will not be used as a drinking and food preparation source for the children.
The deficiency listed on the following page was observed by the LPA and is being cited in accordance with California Code of Regulations Title 22. Please see attached LIC 809-D. The deficiency that is being cited needs to be cleared to protect the children’s health & safety
