On April 25, 2023 at 12:45 PM, Licensing Program Analyst (LPA) Monique Ayala conducted an announced inspection at the facility noted above and met with Director, Jennifer Hollandsworth. The purpose of the inspection was to conduct the required inspection for a pending Capacity Change. This facility is currently licensed for 105 preschool children and requested to increase their capacity to a total capacity of 117; 105 preschool children and 12 toddlers. This facility consists of 6 classrooms: Room 1, Room 2, Room 4, Room 5, Room 6, and Room 7. The operating hours for this facility is Monday through Friday from 6:30 AM to 6:30 PM. This facility also has a licensed infant center located on-site (License #: 198005945)

All areas identified on the facility sketch were inspected. Upon arrival, the following staff were present during this inspection: Room 1 with Staff #1 and 17 napping preschool children; Room 2 with Staff #2 and 19 napping preschool children; Room 4 with Staff #3, Staff #4, and 21 napping preschool children; Room 5 with Staff #5, Staff #6, and 23 napping preschool children; Room 6 with Staff #7 and 10 napping preschool children; Room 7 (currently not occupied, potential toddler classroom).

All areas identified on the facility sketch were inspected. LPA was guided on a tour of the inside and outside of the facility accompanied by Director, Jennifer Hollandworth. The following documents were posted in a prominent, publicly accessible area at the facility: Facility License, Notification of Parents' Rights (PUB 394), Personal Rights (LIC 613A), Menu, and Earthquake Preparedness (LIC 9148).

Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. Children have their own cubby in each classroom to store their belongings. Napping equipment (cots) were observed inside each classroom. Per Director, bedding is taken home by the children's parents/guardians on a weekly basis or as needed to be washed. Age appropriate sinks and toilets were inspected for availability and good repair in all restrooms. General sanitation was observed.

Per director, the isolation area is located in the office. In the office, a cot can be placed for an ill child and the staff restroom is readily available if an ill child requires it. First Aid supplies were observed and are kept inside each classroom and at the front desk. Per director, medication is only administered to a child when accompanied with a doctor's note and medication is stored inside the classrooms and/or office. Availability of indoor drinking water was observed inside each classroom (water fountains, pitchers, and disposable cups).

Disinfectants, cleaning solutions, medication, and other items that are dangerous to children, were inaccessible to children in all areas. Director stated that there are no poisons stored at the facility. All kitchen areas/food preparation areas and food storage areas are kept clean and are free of litter, rubbish, rodents, and/or any other vermin. All storage containers for solid waste have tight-fitting covers that are kept on and in good repair.

Smoke detectors were not tested during this visit due to the detectors being wired to the emergency pull down fire alarm. Carbon monoxide detector was tested and is operable. The facility was granted a fire clearance for the requested capacity of 117 children on January 26, 2023. The fire extinguishers are fully charged and were last serviced on February 2, 2023.

Outdoor playground equipment is in a safe condition, free of sharp, lose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, slides, and similar equipment are cushioned with material that could absorb a fall. There is adequate shade in the play yard. Availability of outdoor drinking water was observed (water fountains, pitchers, and disposable cups).

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

This facility provides Incidental Medical Services – IMS. LPA advised the facility representative how to access forms, regulations, quarterly updates, and Provider Information Notices (PINs) on the Department website at: www.ccld.ca.gov.

Based on measurements taken during today's inspection, the facility decided not to move forward with the toddler component and is only seeking to increase their capacity for preschool children. The maximum capacity the proposed program is equipped for during today's inspection would be 117 preschool children. During the inspection, the director submitted a revised Application for Child Care Center License (LIC 200A) to reflect the new requested capacity.

A final review of the application will be conducted by the Department. Once licensed, the Licensee is required to adhere to the terms and limitations stated on the license.

No deficiencies were cited during today's inspection. A Notice of Site Visit (LIC 9213) was given and must remain posted for 30 days.
