Licensing program analyst (LPA) R. Derraco conducted an unannounced complaint inspection to the above mentioned facility on 12/30/25 at 9:00 AM. LPA was met by Director, Monica Gonalez, who guided analyst on a tour of the center. LPA observed 33 infants in care and 11 staff members caring for infants. The physical plant of the center was observed to be free of defects.

The purpose of this visit is to deliver findings to the above mentioned allegation. During the course of the investigation, LPA conducted interviews, reviewed records, and made observations. Staff members who were interviewed state that they are rarely left alone with infants. Breaks and lunches are usually covered by a floater. Individuals interviewed were unable to indicate whom the floater would be when qualified teachers would leave for breaks of lunches. During record review, LPA observed S1, S2, S3, and S4 to not have a completed employee file that included college transcripts. Per Director, staff members without transcripts (S1, S2, S3, S4) have either enrolled in courses provided by the center (Kindercare) or have attended college outside of the country. Individuals who have enrolled in classes did so after the complaint

was filed and the initial 10 day complaint visit was completed (09/26/25). Based on LPA's observations, interview conducted and record review, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. California Code of Regulations 101416.2(d), are being cited on the attached LIC 9099D.

Notice of Site Visit was given and must remain posted for 30 days.
