Licensing Program Analyst (LPA) Jeanette Estrada conducted an unannounced 1 year Required Annual Inspection. LPA met with Director Annette Covel, who provided a tour of the facility. LPA provided the Facility Entrance Checklist to the Director. The hours of operation are Monday - Friday 7:00 AM to 6:00 PM. LPA observed a total of 22 children and 3 staff supervising during nap time. All staff present has obtained a criminal record clearance.
LPA observed required posted documents in the facility.
The facility utilizes four classrooms where care is provided: The two year old room, The three year old room, The Pre-K room, and the Kinder room. The following was observed during the tour of the facility: All areas used by children were inspected. All classrooms inspected for cleanliness and good repair. The floors were clean, and lighting was in operable condition. There were age-appropriate toys and equipment. Children bring their own water bottles, and they are refilled at the facility if needed. Each child has their own cubby/storage area. Cleaning supplies are stored in areas inaccessible to children in care in each classroom. Napping equipment and bedding were in operable condition. Per Director, sheets are laundered at the facility and blankets are sent home weekly. The isolation area is located in the Director's office. Ill children may use one of the staff restrooms while supervised. There are two restrooms available for children. Each restroom has two toilets and two sinks. All restrooms were observed to be in clean and in operable condition. The facility has a hard wired fire alarm installed throughout each classroom. LPA observed a carbon monoxide detector in the facility. LPA observed a Fire extinguisher which indicated fully charged and was last serviced in February 2023.
LPA toured the outdoor play area. Outdoor area was observed to have age-appropriate toys and materials for children and was observed to be free of loose, sharp, and/or pointed parts. Outdoor drinking water is provided via water bottles. LPA observed a safety gate installed at the bottom of a set of stairs that lead to the Director's office on the second floor. The facility administers prescription medication when required. Medication is stored in the Director's office. Sign in sign out sheets were reviewed. Children present were signed in.

At this time, per Director, the facility does not offer snack. Per Director, parents are providing a morning snack, an afternoon snack and lunch due to Covid-19. LPA advised Director that each Licensed facility is required to offer a morning snack and an afternoon snack if it is a full day program. A technical violation is being issued. Children's records were reviewed and contain the required documents.
Staff records were reviewed. All staff present have a valid pediatric first aid/cpr certificate issued by the American Heart Association on 9/17/23. All staff present have the required immunization records on file.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed on 2/15/23 in accordance to the Written Directives outlined in PIN 21-21.1-CCP.
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. A notice of site visit was given and must remain posted for 30 days.
