On 12/01/2021 at 9:15 am, Licensing Program Analysts (LPA) Jose Guzman conducted an unannounced required inspection. The Inspection is also being conducted as compliance review for military families. Per director, there are currently no military families enrolled. LPA met with Director, Maricruz Flores, who guided the LPA on a tour of the facility. This is an infant program licensed for 16 children which operates Monday – Friday from 6:00 AM – 6:00 PM. Per the director, there are 13 children enrolled.

Upon arrival, the following staff was present during this inspection: Infant/Toddler Room: Staff #1, #2, #3, #4, and #5 with 11 children. Teacher-child ratios were observed to be in accordance with Title 22 Regulations. Staff names were recorded. All children were observed to be under supervision, including visual supervision, of a teacher at all times. The licensed facility is within the conditions, limitations, and capacity specified on the license.

Furniture and equipment were inspected for good repair, free of sharp, loose, or pointed parts. The indoor classroom was inspected to ensure that the floors have a surface that is safe and clean. Storage for medication was inspected to ensure that medications are in a safe place inaccessible to children. Infant changing tables have a padded surface no less than one inch thick and are covered with washable vinyl or plastic and have raised sides at least three inches high. The changing table is located at arm’s reach of the sink. Toys were observed to be clean and safe. Infant napping equipment meets the requirements of 101439.1 (a) - (f). Indoor activity space for this infant program is physically separate from the other components at this facility.

The facility is in compliance with the staff-infant ratios. Individual Feeding Plans are on file for each infant. Teachers present have proof of the required infant units on file and meet the qualification requirements.
Age appropriate sinks were inspected for availability, good repair, water temperature, area safety, and sanitation.

Food menus were reviewed. Food is provided by the facility. Food and snacks were reviewed for availability, quantity and appropriateness for children in care. Infants 0-12 months are served baby food; infants who are 12-24 months are served breakfast, AM, and PM snack.

Food preparation area was toured for safety, cleanliness and proper equipment. All storage containers for solid waste, including moveable bins had tight-fitting covers that are kept on, and in good repair. The facility was observed to be free of flies, other insects and rodents. Disinfectants, cleaning solutions, medications and other items that are dangerous to children, were inaccessible to children

Outdoor play equipment was inspected for safety, free of sharp, loose pointed parts, good repair and age appropriateness. Required shade, drinking water and fencing were inspected. The outdoor yard is fenced and separated from the preschool and school age outdoor yard. Drinking water is made available outdoors for children to drink freely. Play area was inspected for hazards and inaccessibility to bodies of water; no bodies of water or hazards were observed. LPA advised director to cover metal poles in the playground area with a padding material to minimize the risk of injury.

Sign in and out sheets were reviewed to ensure that the person who signs the child in and out uses their full legal signature. Children’s Records were reviewed to ensure an Identification and Emergency Form (LIC 700) is on file.

Staff records were reviewed to ensure that appropriate documentation of education credits is on file. Criminal Records Clearance for adults and verification of CPR/First Aid and health preventative practices documentation was reviewed. Proof of immunization against influenza, pertussis and measles for staff was readily available during today's inspection. Staff did have a current Mandated Reporter Training as required.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. A notice of site visit was given and must remain posted for 30 days.

At this time, the licensee is in compliance with California Title 22 Regulations.
Therefore, there are no citations being issued today.
