On 12/3/24 at 1:30pm Licensing Program Analysts (LPAs) Alicia Mooberry and Joshua Ortega conducted an unannounced Required 1 year inspection. LPA met with Director of Programs Margaret Blevins and Site Supervisor Daniela Moreno who guided analyst on tour of the facility. This is an infant program and toddler component (serving Infants 6 weeks to 18 months and toddlers 18 months to 36 months. There is a physically separate preschool program operating on the premises. The facility operates Monday-Friday 7:30am to 5:00pm.

LPAs observed infants and toddlers napping during inspection. All areas identified on the Facility Sketch were inspected. LPA observed the following teacher-child ratios during the inspection: Infant Room 1: (not in use), Infant Room 2: 6 Infants/3 staff; Room 3: 5 infants/2 staff; Infant Room 4: 3 infants/4 staff; Toddler Room 1: 12 toddlers/4 staff; Toddler Room 2: 13 toddlers/4 staff. Teacher child ratios were observed and staff names recorded.

All furniture and equipment was inspected for age appropriateness and good repair. LPA observed telephone service, heating, lighting and ventilation to be adequate. Storage for infants’ belongings and napping cots/cribs were inspected and meet all regulatory requirements at this time. The changing table has padding at least one inch thick and raised sides at least three inches high. The tables are also within arm’s reach of a hand washing sink. LPA observed toys to be clean and appear age appropriate. There is plenty of drinking water in the classrooms and available as needed. Children have their names labeled on their bottles and milk. LPA observed first aid kits in each classroom accessible to teachers and inaccessible to children in care. Carbon monoxide detectors and smoke detectors are present in the facility. 2A10BC Fire extinguishers have service tags dated 5/13/24.

Hazardous items including including medicine and cleaning compounds are stored inaccessible areas such as high cabinets and inaccessible office cabinets. At this time, the office is used as an isolation area. There are portable cots and changing mats for infants to rest and be changed if needed. - Page 1

The facility provides breakfast, lunch and PM snack to children that that eat table food. Some parents provide snacks and milk for infants that is labeled. The facility provides sheets and blankets and that are laundered weekly. LPA toured the food preparation area for safety, cleanliness, proper equipment and food supply. There are an adequate amount of snacks and food in the kitchen.

Outdoor equipment was inspected for safety, cushioning material, good repair, and age appropriateness. LPA observed the outdoor area to have three separate playgrounds (non walking infants, infant and toddler). LPA observed the outdoor play area to have cushioning material and age appropriate equipment in good repair. The play area also has required shade and required fencing over five feet high. LPA observed no uncommon hazards or accessibility to water. LPA reminded Facility representatives that Infants need to have direct care and supervision, including visual supervision of staff at all times.

LPA evaluated care and supervision and determined the basic needs of infants and toddlers were met. LPA observed Sign in and Sign out records to be complete with signature of parent or guardian. LPA conducted a Children's Records Review to ensure children files are complete and have the proper forms (such as Identification and Emergency forms, Immunization records, Health History, Personal Rights, Parents Rights, Needs and service plans, Infant safe sleep etc. and children's roster is current, LIC 9227 and sleep log). Sleep logs were observed in the classroom where infants sleep.

Staff Records were reviewed to ensure the following: All individuals present have obtained a criminal record clearance or criminal record exemption, education requirements, verification of current CPR/First Aid and health preventative practices, proof of immunization against pertussis and measles and influenza (or flu declination available), and Mandated Reporter. LPA observed at least one staff member to have current EMSA Pediatric CPR/1st Aid.



Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. All medications are stored in an inaccessible lock box in classrooms. Fire extinguishers type 2A-10BC observed service tag date 5/13/24).

During this inspection LPA Ortega reviewed new Site Supervisor's file and advised on competing all required documentation, LPA reminded Director of Programs to report and change of Director/Site Supervisor to Child Care Licensing office within 10 days of change and provided all required documentation showing director qualifications.

Most recent Fire and disaster drill was conducted in October 2024. Role and responsibilities of being a Mandated Reporter were reviewed. The Site Supervisor states they are aware of their responsibility to know the regulations as well as anyone who assists in providing care. LPA advised how to access forms and Regulations online at www.ccld.ca.gov.

The facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

There were no deficiencies cited at this time.
