Licensing Program Analyst (LPA) Doris Whitmore met with Irma Cruz for the purpose of an unannounced 3 Year Inspection. Hours of Operation are 7:30 a.m. to 4:00 p.m., Monday through Friday. Upon arriving at the Infant/ Toddler facility LPA’ observed 8 infants being supervised in 1 classroom with 5 staff, On the other side were the Toddlers and there were 6 toddlers with two staff. LPA observed sign/sign out sheets for both classes. LPA observed all postings requirements for operation on the postings board LIC203A- License, LIC610A-Emergency Disaster Plan, LIC9148- Earthquake Preparedness Checklist, PUB394-Notification of Parents Rights Poster, LIC613A- Personal Rights, PUB-269- Car Seat Law, Menus, Activity Schedule. LPA Whitmore checked the Personnel Report to make sure it was up to date.

The Facility Roster was Up to date.Facility is operating within capacity limitations. Everyone was associated to the designated facility number. LPA Whitmore toured the facility, all identified rooms per facility sketch were inspected, the following was observed. A walk through of the infant classroom was conducted, infant rooms were found to be clean and free from any potential hazards. LPA observed age-appropriate toys in each classroom. Toys were inspected for safety, no loose parts, sharp edges, or splinters. LPA observed infant changing stations to be in sanitary condition, sinks attached, available storage and equipped with 1-inch-thick washable padding. There were three high chairs , facility use infant feeding tables for feeding infants and activities. LPA observed separate sleeping area for infants with sufficient infant cribs in sleeping room.

In the next classroom where the toddlers were Furniture and equipment were inspected for age appropriateness and good repair free of sharp, loose, or pointed parts. Telephone service, heating, lighting, and ventilation were evaluated. Napping equipment was observed to be clean and in good condition. Storage for children’s belongings were neat and organized. LPA observed toilets and sinks to accommodate the facility’s capacity. Floors are cleaned in the restroom. was observed to be clean and in good condition. Storage for children’s belongings were neat and organized. LPA observed toilets and sinks to accommodate the facility’s capacity. Floors are cleaned in the restroom. Sufficient supply of toilet paper, soap, paper towels, was observed. All trash cans had tight fitting lids. The facility is free of flies, insects, and rodents. Facility contracts with a pest control vendor to ensure that the facility stays pest free. The facility roster was up to date. The isolation area was inspected and located in the office. Drinking water is readily available and trash cans with tight fitting lids were outside observed in the classrooms. Documentation of current Fire & Earthquake drill was observed and up to date.LPA observed operable carbon monoxide detectors, which were tested at the time of the inspection. Fully charged fire extinguishers, and fully stocked First Aid Kits were observed. The Fire alarm was unable to be tested it was a pull-down fire alarm. LPA observed emergency back packs in the storage were also emergency evacuation cribs and wagons for the infants.

The outdoor area which is just outside the facility is two separate cushioned shaded areas with age-appropriate toys and seating. The areas are shaded with drinking water available. No debris or hazards were observed LPA checked playground equipment for ages. LPA observed shade in the outdoor play area. Drinking water is made available during outdoor play. There is no swimming pool LPA Whitmore observed bodies of water in the water tables. . There are no firearms or ammunition allowed or stored on the premises. All electrical outlets were covered. LPA reviewed a sample of children’s fields and observed 10 files completed. LPA reviewed all staff files. At least one person trained in CPR and Pediatric First Aid is present at the facility. LPA discussed the importance of making sure all Pediatric CPR and First Aid is EMSA approved. LPA Whitmore discussed about LIC311 A, LIC125, and Entrance Checklist to use as a reference when auditing files.



Breakfast lunch, and p.m. snacks menus were posted. Breakfast was delivered the day before and lunch and snacks were delivered daily from the Main Kitchen Food and snack items are properly stored. The food preparation area was toured. There were no cleaning compound compounds stored with the utensils. The facility serves snack, lunch, and. Proper food storage was observed. Food and snack items are properly stored.
Currently there are no children enrolled on medication.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.



Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.
LPA discussed the safe sleep regulations with xxxx and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and- resources/safe-sleep as an additional resource. LPA also informed xxxx of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility director, David Kelly was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California notice of site visit was given and must remain posted for 30 days.
