Licensing Program Analyst (LPA) Jeanette Estrada conducted an unannounced annual inspection. LPA met with Site Supervisor Silvia Guzman who guided analyst on a tour of the facility. This is a preschool program which consists of two classrooms. The program operates from Monday through Friday and it is split into two sessions: The AM session operates from 8:00AM to 11:00AM and the PM session operates from 12:00 PM to 3:00 PM. The program offers care to children 3 to 5 years old. There were no children present during today's inspection. The program was closed for the Summer and re-opens on 8/12/24.
All areas identified on the facility sketch were inspected. Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated and are operable. The facility has central air and heating. Lighting was observed to be in operable condition. Children have their own cubby in each classroom to store their belongings. There is no nap time offered in this program due to it consisting of two sessions: AM and PM. Classrooms provide a 'cozy corner' that offers rest and relaxation to children if needed. Per Site Supervisor the isolation area is located in the office and a napping mat is offered to children. LPA observed one restroom separated by a plastic wall with one side pertaining to each classroom. Each restroom contains 2 toilets. Age appropriate sinks and toilets were inspected for availability and good repair in both restrooms. General sanitation was observed. Restrooms are cleaned and disinfected if needed during isolation. There are two hand washing sinks in each classroom available for children. .
Availability of indoor drinking water was observed in classrooms via a filtered water dispenser and disposable cups. Per Site Supervisor, Teachers assist children with the drinking water. The facility tested for lead contamination in the water sources used for children on 12/8/2022. Per results there is no action level exceedance at the facility. Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inaccessible to children. Disinfectants and cleaning solutions are stored in locked cabinets in the classrooms, in a locked laundry closet in one of the classrooms and in each restroom on a high shelf out of reach of children. Per Site Supervisor, the staff prepare the cleaning solution and dispose of it daily.

Per Site Supervisor, there are no poisons stored at the facility and medications are stored in an inaccessible area in the office. Per Site Supervisor, prescription medication is administered at this facility.
LPA observed an operable carbon monoxide detector in each classroom. The facility is equipped with a centralized fire alarm system throughout each classroom and the kitchen area.
The outdoor playground area was evaluated. The outdoor area is fully enclosed. Outdoor equipment is in a safe condition, free of sharp, loose or pointed parts. All areas around or under high climbing equipment and similar equipment are cushioned with material that absorbs a fall. There is adequate shade in the play yard. Availability of outdoor drinking water is provided via a water dispenser and disposable cups.
Per Site Supervisor there are no firearms stored on the premises. There are no pools or bodies of water at the facility. Per Site Supervisor, plastic or inflatable wading pools are not used for water play. LPA advised if those items are used to empty them after each use.
Children’s Records were reviewed for completeness. Children's records contained all required documents and information.
Staff records were reviewed. Files reviewed contained the required education requirements, proof of immunization from measles, pertussis and flu (or flu declination), LIC 9052, LIC 501, LIC 503 and LIC 9108. All staff records reviewed had a valid EMSA approved pediatric first aid/cpr certification which expires on 12/18/25. Site Supervisor's Mandated Reporter for Child Care Providers Certificate expires on 8/31/25. Staff 1's Mandated Reporter Certificate expires on 8/12/24 and Staff 2's expires on 12/6/25. Site Supervisor was reminded Mandated Reporter training and pediatric first aid/cpr shall be completed every two years.
Children's roster was discussed. Per Site Supervisor, the past year the facility used an online system (Care Connect App) for sign in/ sign out procedures. Parents sign in/out on the app using an iPad in each classroom. A paper copy sign in/out sheet is available as a back up.
Disaster drills are conducted every month and are documented. Per Site Supervisor, an earthquake and fire drill are conducted monthly and a lock down drill is conducted every other month. Menus are posted one week in advance where it is visible by the child's authorized representative. Menus are also provided to parents. Menus for the past 30 days are available upon request. LPA inspected the food preparation area which is located in one of the classrooms. The food preparation area was observed to be clean and free of litter. Food supplies were discussed as there were no food supplies to inspect during the inspection due to the facility being closed. Per Site Supervisor, children with allergies are provided alternatives and allergy lists are posted in the classrooms and kitchen.

The facility provides breakfast and a snack for the AM session and Lunch and a snack for the PM session. First Aid supplies were observed in the classrooms. LPA observed all required posted documents on the walls in the classrooms.
Facility Representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.
This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and
administrative records.
