1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On 03/30/2023 at 10:20 AM, Licensing Program Analyst (LPA)Katrina Chicote conducted an Unannounced Required – 1 Year inspection to the above facility. Upon arrival, LPA disclosed the purpose of the inspection and met with Licensee, Latrice Williams, who guided the LPA on a tour of the facility. Adults in the home were discussed and all have criminal record clearance. Also present were two additional adults, Licensee’s Assistants (S1 & S2). There were eight day care children present during today’s inspection. Licensee states that there are currently 20 children enrolled. The children's roster was reviewed and is current. Required postings were observed during today's inspection. This is a single story home which consists of three bedrooms and two bathrooms, Kitchen, Living Room, Den, and detached garage. Facility is currently under going renovation. Licensee communicated with LPA via email in regards to construction, complying with Title 22 Regulation reporting requirements. LPA observed construction area of home to be entire front area of home and walls being painted, plastic coverings blocking doorways, floors to be covered with paper, and the following rooms being worked on t this time that are typically areas used by the children: Bedrooms 1 & 2, Bathroom 1, and Den. LPA observed there are barriers covering entire doorways blocking access to areas of home where construction is taking place. Licensee states construction is to be finished on Monday. Licensee state at this time, parents are walking their children using back door to access Living Room and avoiding construction area that is in front of the home. Per Facility Sketch, areas off limits to children and parents include Bedroom 3 and detached garage. LPA observed that there is a barrier blocking doorways completely making off limits areas inaccessible and door to detached garage to be locked at time of inspection. All areas identified on the facility sketch as accessible to children were inspected to ensure that they are clean and orderly with ventilation and heating for the safety of the children. area at this time while construction is taking place to the areas of the home indicated. LPA observed Living
Room to be free of debris from construction at time of inspection. LPA observed there is a large table in the middle of Living Room, shelves with child appropriate toys free of loose and sharp parts available for children.
At 10:30 AM, LPA observed fireplace in Living Room that is blocked by a heavy toy shelf. At 10:31 AM, LPA observed Bathroom 2, which Licensee states children will use during construction, to be located next to Living Room. LPA observed operable toilet and sink, adequate hand washing and toileting supplies, general area safety and sanitation, and observed all drawers and cabinets to be free of hazards at time of inspection. Detergents, cleaning compounds, medications, and other items which can pose a danger to children are inaccessible stored in off limits areas. The Licensee was advised that inaccessibility of hazards must be constantly reassessed depending on the children in care.

Per Licensee, the children will have access to backyard for outdoor play, which LPA observed to be accessible through backdoor in Living Room. At 10:42 AM, LPA observed backyard has grass and adequate perimeter fencing through-out the yard. LPA observed d all trees, shrubs, and plants are maintained. Licensee states toys for children are stored in storage sheds in backyard, which LPA observed at time of inspection.

Per licensee, they provide food for children in care but at this time children are bringing lunches from home which is stored in Kitchen refrigerator and labeled with children's names.

At 10:31 AM, LPA observed the valve on the required 2A 10BC fire extinguisher indicates fully charged with service tag dated 08/18/2022. LPA tested smoke and carbon monoxide detectors and observed to be in operable condition. Per Licensee, First Aid kit is kept in the Living Room. Per Licensee, sick/isolation area is currently in area in Living Room that children will not be using. The Licensee has current Pediatric First Aid and CPR. Proof of immunization against influenza, pertussis, and measles was readily available during today’s inspection. The Licensee has taken the Mandated Reporter Training. Disaster drill log was available and last drill conducted on 03/10/2023.

Per Licensee, there are no weapons, firearms in the home and no observations were made. LPA observation did not see any bodies of water around the premises and Licensee confirms no bodies of water. Per Licensee, there are no pets and LPA did not observe any pets at time of inspection.

The following were discussed:
Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee (or facility representative) was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Rooms that are off-limits need to be made inaccessible during operating hours. NO smoking, NO infant walkers, NO Johnny jumpers, NO saucer chairs, NO incline sleepers and any other item that falls into that category are permitted in the facility.

LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The Licensee was advised how to access forms and Regulations online at www.ccld.ca.gov. Licensee was made aware that it is his/her responsibility to know the regulations as well as anyone who assists in providing care.

AB 1207: Beginning on January 1, 2018, this law requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Volunteers are encouraged but not required to take the training. Website: http://www.mandatedreporterca.com/

Senate Bill 792: this bill, commencing September 1, 2016, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis and measles. LPA discussed the influenza waiver during the visit.

The facility was found in compliance per Title 22 regulations, there will be no deficiencies cited only advisories given today.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
