Licensing Program Analyst (LPA) Jonnisha Culbert conducted an unannounced annual/random inspection at the above facility. LPA met with licensee, Luz Tascon stated the purpose of the visit and provided them with entrance checklist for a family childcare home (LIC126). At 8:57am, licensee guided LPA on a tour of the facility. Per licensee, hours of operation are Monday through Friday 6am to 6pm. Present during the time of inspection was four dogs, one cat, licensee, and adult 1. All individuals and pets residing in the home were discussed and noted.

This is a single-story home that consist of 3 bedrooms, 2 bathrooms, kitchen, dining room, cojoin living rooms, backyard (fenced), front yard, and playroom which is the converted garage.
Areas accessible to children are: Cojoin living rooms, kitchen, family room, playroom which is the converted garage, bathroom located in the hallway next to the kitchen, and front yard (not fenced).
Areas off limits to children and parents are: 3 bedrooms and the 2nd bathroom.
Licensee was reminded that the converted garage can only be used for activities, and it cannot be used for eating or sleeping and that rooms that are off-limits need to be made inaccessible when children are in care.

Areas used by children were inspected for safety, comfort, heating, cleanliness, and telephone service. LPA observed age-appropriate toys and napping equipment (mats) for children in on limit areas. LPA did not observe any wall heaters or fireplaces. There is central heating and air in the home. Toddler table and chairs are available to children for eating and activities. LPA observed there is appropriate napping equipment available for children. Per licensee, they do not have any poisons or firearms in the home. LPA observed medicines, knives, and cleaning compounds in a cabinet above kitchen countertop. Licensee was reminded that those items are to remain inaccessible to children.

Per licensee, children no longer use fenced back yard for outdoor play, because that is where the dogs are. Instead, children use the front yard for outdoor play. LPA advised licensee to always supervise children when they are playing in front yard.

At approximately 9:15 am, LPA observed the door open for two of the off-limits bedrooms and bathroom. The two bedrooms are located down the hall on the opposite side of on limits restroom. The restroom sits next to the third inaccessible bedroom. LPA advised licensee to make all off-limits rooms inaccessible. Per licensee, all doors are inaccessible when children are in care. At approximately 9:23am, adult 1 arrived at the home. LPA observed that adult one is fingerprint cleared.

At approximately, 11:36am, licensee left to pick up child from pre school and returned at 11:48am.

Per licensee, breakfast, lunch, snacks are provided to children in care. LPA reminded licensee that if children bring food from home that food should be labeled with child’s name and properly stored.

The following documents were observed to be posted in a prominent, publicly accessible area, and earthquake preparedness: Facility License and Notification of Parents' Rights (PUB 394). Licensee was advised to conduct disaster and fire drills every six months. The last documented drill was conducted on 08/02/2024.

Children and personnel files were reviewed for completeness. LPA reviewed children files and observed that child 1 file was missing Parentsrights form. LPA advised licensee to have parent complete form and maintain form in child 1’s file. The remaining children files were complete with all required forms. LPA reviewed licensee and assistant files for completeness. Licensee has the required mandated reporter training with a completion date of 06/18/2024, Red Cross Adult, Pediatric First Aid/CPR AED completed on 08/08/2024, and required immunizations. Assistant file has required mandated reporter training with a completion date of 06/18/2024. Per licensee, assistant completed Pediatric first aid/CPR training with them. LPA did not observed training, required forms, or immunization for assistant. This poses a potential health and safety risk for children in care.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, Luz Tascon , confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS

A notice of site visit was given and must remain posted for 30 days.
