32  | records that provided proof that children are 2 years old before moving, however Staff #1 and Director disclosed that children for transition purposes are coming over to the 2-year-old classroom for 30 to 60  
minutes a few times a week, to get them comfortable with the preschool staff and 2-year-old classroom. Children will go back to the infant/toddler classroom. LPA suggested that staff can visit the infant/toddler program instead, if ratio permits.  
 
During the initial visit on 3/6/2024 the facility did not have a copy of the Child Care Facility Roster (LIC 9040) due to computer issues and were not able to print out a copy. LPA is issuing an advisory and consulted with Director to have a copy printed in case of emergency and should the Department request it. 
Based on LPA interviews, the preponderance of the evidence standard has been met. Therefore, the above allegation is found to be SUBSTANTIATED. California Code of Regulations, 102423(a)(4), the deficiencies are being cited on the attached LIC 9099D.  
 
Type A - A copy of this report shall be provided to the parent/guardian of children currently enrolled by the next business day or immediately upon return.  A copy of this report shall also be provided to the parent/guardian of any newly enrolled children for the next 12 months (1 year). The Acknowledgement form must be maintained in each child’s file immediately upon receipt from parent.  Licensee/Director was provided with a copy of the parent Acknowledgement of Receipt of Licensing Reports Form LIC9224 during this visit. 
 
Notice of site visit was given to the licensee and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Director, Carmen Millner.
