An unannounced Required – 1 Year Inspection was conducted on 04/29/2022 at 9:15 AM by Licensing Program Analyst (LPA) Katrina Chicote. Facility is currently licensed for a capacity of 56. Per Director, they currently have 38 enrolled. Licensing staff met with Sheri Tucker (Graves), Director. The program currently operates Monday thru Friday from 7:00 AM to 4:30 PM. LPA was taken on a guided tour of the facility of both indoors and outdoors.

At the initial start of the site visit, there is a total census of 25 children and a total census of four teachers present. The facility is made up of three classrooms (Preschool 1, Preschool 2, and Preschool 3). At 9:26 AM, LPA started tour in Preschool 1, at 9:28 AM LPA observed Preschool 2, and at 9:30 AM, LPA observed Preschool 3. Furniture and equipment were inspected for age appropriateness and good repair. LPA observed small tables and chairs, floor free of hazards, and carpets in each learning station. LPA observed art materials, dramatic play area, manipulative toys, and quiet reading area in each classroom. Telephone service, heating, lighting and ventilation were evaluated. LPA observed telephone and central air/heat in each classroom. There were cubbies observed as storage for children's belongings. Mats/cots were inspected, LPA observed mats being used for napping and being stored outside of classrooms. Per Director, linens are provided by the facility and blankets taken home weekly. Availability of drinking water was reviewed. LPA observed individual water bottles in each child's cubby, per Director this is taken home every Friday and washed by families or as often as necessary by facility. Age appropriate sinks and toilets were inspected for availability, good repair, water temperature, toilet paper, area safety and sanitation. LPA observed each classroom to have two toilets and one sink.

LPA observed first aid kit is kept hanging in each classroom by the door to the playground. Carbon monoxide detectors and smoke detectors are present in the facility. At 9:39 AM, LPA observed fire extinguishers have been serviced in 12/31/2021. Hazardous items including poisonous cleaning compounds were stored inaccessible to children. LPA observed these items to be stored in high cabinets in each classroom.

At 9:36 AM, LPA observed food preparation area. Snack/lunch menus were reviewed. Food and snacks were reviewed for availability, quantity and appropriateness to children in care. Food preparation areas were toured for safety, cleanliness and proper equipment.

At 9:31 AM, LPA inspected outdoor play area, which each classroom can access through backdoor. Outdoor equipment was inspected for safety, cushioning material, good repair and age-appropriateness. LPA observed concrete bike path to the right of playground with bikes well maintained and helmets available for children in care. LPA observed child size tables, chairs, benches, and lounge seating observed through out playground in good repair. LPA observed a large play structure with steps and three slides to have proper cushioning material to absorb fall. Required shade and fencing were inspected. LPA Chicote advised Director that the children need to be within the direct care and supervision, including visual supervision of the teacher(s) at all times. The children have access to their water bottles during outside play, LPA observed children walking out with water bottles. Play area was inspected for hazards and inaccessibility to bodies of water; no bodies of water or hazards observed.

Teacher-child ratios were observed and staff names recorded. Care and supervision was evaluated to determine if the basic needs of children are met and appropriate. Sign-in and out sheets and procedures were reviewed. Personal Rights of children were observed by LPA.

At 10:15 AM LPA reviewed Staff and Children’s Records. Criminal Record Clearances were reviewed for adults. CPR card expires on 07/2023 for Director. Inspection of required forms made.

Incidental Medical Services:
This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. The following were discussed with the Director:
The Director was advised that inaccessibility of hazards must be constantly reassessed depending on the children in care.

LPA discussed the safe sleep regulations with licensee
[or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

AB 1207: Beginning on January 1, 2018, this law requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. The Director was also advised of the requirement to report Unusual Incidents and/or injuries to the parent/guardian and to CCL within the time frame specified by the regulation.

The facility was found in compliance per Title 22 regulations, there will be no deficiencies cited today 04/29/2022.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site inspection by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
