An unannounced Required – 3 Year Inspection was conducted on 11/17/2023 at 9:30 AM by Licensing Program Analysts (LPAs) Franchesca White and Katrina Chicote. Facility is currently licensed for a capacity of 56. Director states, they currently have 33 enrolled. Licensing staff met withn Sheri Graves, Director. The program currently operates Monday through Friday from 7:00 AM to 4:30 PM. LPAs were taken on a guided tour of the facility both indoors and outdoors. All required postings were observed upon entry of facility on the Parent Board. Disaster Drill log indicates the most recent fire drill was conducted on 10/5/23 at 10:15 AM.

At the initial start of the site visit, there is a total census of 22 children and a total census of three teachers present. The facility is made up of three classrooms (Preschool 1, Preschool 2, and Preschool 3). At 9:40 AM, LPA started tour in Preschool 1, at 9:50 AM LPAs observed Preschool 2, and at 9:55 AM, LPA observed Preschool 3. Furniture and equipment were inspected for age appropriateness and good repair. LPAs observed small tables and chairs, floor free of hazards, and carpets in each learning station. LPAs observed art materials, dramatic play area, manipulative toys, and quiet reading area in each classroom. Telephone service, heating, lighting and ventilation were evaluated. LPAs observed telephone and central air/heat in each classroom. There were cubbies observed as storage for children's belongings. Mats/cots were inspected, LPAs observed mats being used for napping and being stored outside of classrooms. Director states that linens are provided by the facility and blankets taken home weekly. Availability of drinking water was reviewed. LPAs observed individual water bottles in each child's cubby. Director states that water bottles are taken home every Friday and washed by families or as needed by facility. Age appropriate sinks and toilets were inspected for availability, good repair, water temperature, toilet paper, area safety and sanitation. LPAs observed each classroom to have 2 toilets and 1 sink all of which were operable at the time of inspection.

LPAs observed first aid kit is kept hanging in each classroom by the door to the playground. Carbon monoxide detectors and smoke detectors are present in the facility. At 10:05 AM, LPAs observed fire extinguishers was last serviced on 12/31/2021. LPA White discussed service procedures of fire extinguishers. Director states that an appointment is schedule for next week. Hazardous items including poisonous cleaning compounds were stored inaccessible to children. LPAs observed these items to be stored in high cabinets in each classroom.

At 10:15 AM, LPAs inspected outdoor play area, which each classroom can access through backdoor. Outdoor equipment was inspected for safety, cushioning material, good repair and age appropriateness. LPAs observed concrete bike path to the right of playground with bikes well maintained and helmets available for children in care. LPAs observed child size tables, chairs, benches, and lounge seating observed through out playground in good repair. LPA observed a large play structure with steps and three slides to have proper cushioning material to absorb fall. Required shade and fencing were inspected. The children have access to their water bottles during outside play, LPA observed water bottles on the outdoor table available to children at play. Play area was inspected for hazards and inaccessibility to bodies of water; no bodies of water or hazards observed by LPAs at time of inspection.



At 10:25 AM, LPAs observed food preparation area. Snack/lunch menus were reviewed. Food and snacks were reviewed for availability, quantity and appropriateness to children in care. Food preparation areas were toured for safety, cleanliness and proper equipment. LPAs observed a water heater to have severe corrosion around the joints of the pipe with murky brown water leaking into a bowl placed on the floor. Director states that the pipe will be replaced, and will be brought to the attention of her immediate supervisor, Edwin Perry.

Teacher-child ratios were observed and staff names recorded. Care and supervision was evaluated to determine if the basic needs of children are met and appropriate. Sign-in and out sheets and procedures were reviewed. Personal Rights of children were observed by LPAs.

At 11:00 AM LPAs reviewed Staff and Children’s Records. Criminal Record Clearances were reviewed for adults. CPR card expires on 07/2025 for Director. Inspection of required forms made. Mandated Reporter Training was expired for 4 out of 5 staff files. LPA White discussed expired training certificates with Director.

Incidental Medical Services:
This facility provides Incidental Medical Services – IMS. LPAs reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Director states that staff do not administer medication. Medications must be given by parents before coming to the facility. The following were discussed with the Director:
The Director was advised that inaccessibility of hazards must be constantly reassessed depending on the children in care.

LPA discussed the safe sleep regulations with Director Sheri Graves and discussed the Child Care Licensing Safe Sleep webpage at
https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed irector XXXXXor recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

AB 1207: Beginning on January 1, 2018, this law requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. The Director was also advised of the requirement to report Unusual Incidents and/or injuries to the parent/guardian and to CCL within the time frame specified by the regulation.

The facility was found in compliance per Title 22 regulations, there will be no deficiencies cited today 11/17/2023.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site inspection by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
