25 | Licensing Program Analyst (LPA) Joe Katrdzhyan conducted an unannounced Case Management Visit to this facility.
LPA met with Director / Teresita Bitanga, who guided LPA on a tour of the facility. There were 2 children with 2 staff observed present.
LPA Katrdzhyan discovered that the Director was on vacation and out of town during period 10/3/23 - 10/13/23. Director / Teresita Bitanga, disclosed to LPA during an interview that during her absence, the facility was open and operating. There were 2 children attending the program during period 10/3/23 - 10/13/23, while she was away for 11 days.
Per Title 22 Regulation Section 102417(a) / Operation of a Family Child Care Home, the licensee shall be present in the home and shall ensure that children in care are supervised at all times. When circumstances require the licensee to be temporarily absent from the home, the licensee shall arrange for a substitute adult to care for and supervise the children during his/her absence. Temporary absences shall not exceed 20 percent of the hours that the facility is providing care per day. In this case, the Director's absence exceeded 20 percent of the hours that the facility is providing care per day.
The following deficiency listed on the attached deficiency page (LIC 809D) is being cited in accordance with California Code of Regulations Title 22.
The Notice of Site Visit was provided and must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
