On 4/11/2026, Licensing Program Analyst (LPA) Suzette Ornelas conducted an unannounced follow up complaint inspection for the purpose of delivering the findings for the above-mentioned allegations. Upon arrival, LPA was greeted and let into the facility by Director, Sandra Magdaleno to whom the reason for the inspection was announced. LPA toured the facility and observed 58 daycare children and 9 staff.

During the course of the investigation, LPA Ornelas made observations, obtained documentation in the form of children’s roster, training information, and conducted interviews with staff, children and parents.

-Pertaining to the allegation that – Staff denied a minor access to food.
According to the RP, child stated that they were not allowed to eat because they had been misbehaving.

According to Staff interviewed during the course of the investigation, staff stated that children are never denied food. Staff further stated that if a child is misbehaving, staff will sit next to a child and provide more direct supervision while all children eat.

According to Parents interviewed during the course of the investigation, parents stated that they provide daily lunches to their children and do not have a reason to believe children are not given time to eat their lunch. Parents stated that their children return home with lunch that has been eaten. Parents further stated that their children do not arrive home extremely hungry.

According to children interviewed during the course of the investigation, children stated that they like their teachers. Children further stated that they enjoy eating lunch and that when they finish eating lunch their tummies are happy and full.

-Pertaining to the allegation that – Staff demonstrated an inappropriate form of punishment
According to the RP, child stated that they were not allowed to eat because they had been misbehaving.

According to Staff interviewed during the course of the investigation, staff stated that children are never denied food. Staff further stated that if a child is misbehaving, staff will sit next to a child and provide more direct supervision while all children eat.

According to Parents interviewed during the course of the investigation, parents stated that they provide daily lunches to their children and do not have a reason to believe children are not given time to eat their lunch. Parents stated that their children return home with lunch that has been eaten. Parents further stated that their children have never informed them that they were punished.

According to children interviewed during the course of the investigation, children stated that they like their teachers and that their teachers are nice to them. Children further stated that they do not get in trouble while in care.

-Pertaining to the allegation that – Staff did not properly following reporting requirements
According to the RP, staff did not communicate an incident taking place.

According to Staff interviewed during the course of the investigation, staff communicated either information with parents upon pickup as needed.

According to Parents interviewed during the course of the investigation, communication is either directly upon pickup or via the app. Parents further stated that if there is an incident that takes place, and incident report is written up and given to parents as well as placed in the child's file.


-Pertaining to the allegation that – Staff are not properly trained
According to the RP, staff are not trained properly.

According to Staff interviewed during the course of the investigation, staff stated that they are provided multiple training's throughout the year.

LPA observed and obtained copies of training's provided throughout the year that touch on specific topics. LPA obtained copies of staff who attended the training's and what was discussed.

Based on the evidence as documented above, the allegations have been determined to be Unsubstantiated. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the allegation occurred.
A notice of site visit was given and must remain posted for 30 days.
