25 | On September 19, 2024, at 8:30 AM Licensing Program Analysts (LPAs) Priscilla Ochoa and Nolan Tcheng conducted an unannounced annual inspection at the above facility. A COVID-19 risk assessment was conducted prior to entering the facility. Upon arrival LPAs were greeted by licensee, Yanfen Zhang and spouse. At 8:50 am licensee’s assistant arrived. Per licensee, there are 9 children enrolled. LPA observed 1 child in care. Hours of operation are Monday through Friday, 8 AM to 6 PM.
Family members residing in the home are 2 adults who have criminal record clearance. This is a two-story home which consists of 3 bedrooms, 2 full bathrooms and 1 1/2 bathrooms, kitchen, adult dining room, children's dining room, garage, backyard, and front yard which is fenced and gated.
Licensee guided LPAs on a tour and children have access to living room which is set up as a playroom, children's dining room, one bathroom in the home located downstairs next to the kitchen, and a half bath located next to the garage under the front yard patio cover, front yard which contains a covered patio, shed for storage which remains locked, and cement play area. The front yard is fenced and gated. When a child in care falls ill, the infant napping area or children dining area is used as an isolation area until the child is picked up by a parent/guardian. LPAs also observed napping equipment in form of cribs and cots for children in care. LPAs observed 2 birds on the back room next to the children’s dining room. Per licensee, the children do not have access to the back room, but children can observe the birds through screen door that makes the backroom inaccessible. Per licensee, areas off limits to children and parents include upstairs area which contains 3 bedrooms and two bathrooms, adult dining room, kitchen, garage, and backyard.
