Licensing Program Analyst (LPA) Anthony Padilla conducted an unannounced Required - 1 Year inspection. LPA met with Licensee assistant S1(Staff 1) who guided LPA on a tour of the facility. S1 stated licensee is currently at a appointment and will return later. Upon arrival, LPA observed S1 caring for 1 preschool child and 3 infants for a total of 4 children. Per assistant there are 5 children enrolled. Individuals residing in the home were noted. The children's roster is current.

At Approximately 12:10pm LPA conducted an inspection of all areas of the facility sketch. This is a one-story home which consists of 3 bedrooms, 2 bathrooms, kitchen, dining room, living room, front yard. The children use the bathroom in the hallway, living room, one bedroom, dining room area and gated front yard. Per S1, areas off limits to children include: kitchen, two bedrooms, one restroom and back patio. Per S1 licensee is currently not using bedroom space/play area located near bathroom for children at the moment. Per S1 that space is for school age children but currently no school age children are enrolled.

Areas accessible to children were inspected to ensure that they are clean and orderly with ventilation and heating for the safety of the children. There is a working telephone maintained in the home. Licensee has no pets at this time. LPA informed S1 to provide extra care and supervision for front yard play and any outdoor play to prevent children from wandering. Detergents, cleaning compounds, medications, and other items which can pose a danger to children are inaccessible. S1 was also reminded to ensure that all medicines, chemicals, cleaners, paints, sharp objects, grills, propane, and similar hazardous items must be inaccessible at all times. Poisons must also be locked with a key or combination lock. LPA did not observe any of these items at the facility during time of inspection.

Fire arms and pool regulations were discussed. Per S1 there are no bodies of water and LPA did not observe any on the premises. The License, Parents Rights Poster, and Earthquake Preparedness was posted. The valve on the required 2A 10BC fire extinguisher indicates fully charged and is due for service October 2024 . Smoke and carbon monoxide detectors family room were not tested do to infant children getting ready for nap time LPA observed lights on indicating carbon monoxide and smoke detector is operable.

LPA did not observe licensee file but was able to observe S1 file. S1 was observed to have current Mandated Reporter training which expires in September 2026. LPA also observed S1 has immunization documentation for measles, pertussis and tuberculosis. At approximately 12:25pm LPA issued a Technical Violation (TV) for S1 not having proof of EMSA approved Pediatric first aid and cpr. S1 has current cpr and expires 9/12/26 but however it must be EMSA approved.
LPA reviewed 3 infant children files which include the documentation such as: Parent's Rights, Personal, Affidavit for Liability insurance, Identification and Emergency, Consent for Emergency Treatment, Additional Children in Care and Immunization records. All files were observed to be complete.

No smoking, No infant walkers, No Johnny jumpers, No saucer chairs, and any other item that falls into that category are not permitted in the facility.

Per S1 facility uses front yard for outdoor play time. LPA observed yard to be fully fenced, to have age appropriate toys and materials, clean and free from any hazardous that can pose danger to children. LPA observe the yard to have small child size play structures located on top of artificial grass which create a soft barrier to help absorb any falls children may experience.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the facility representative GLORIA PORTILLO, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

At this time, the licensee is in compliance with California Title 22 Regulations. Therefore, there are no citations being issued today.

A notice of site visit was given and must remain posted for 30 days.
