Licensing Program Analyst (LPA) Lissete Gonzalez conducted an unannounced annual inspection to the above facility on 07/15/2021. LPA met with Licensee, Eloida Villareal, who guided analyst on a tour of the facility. Also present was Licensee’s Assistant, Cindy Rosa. Per Licensee, there are 12 children currently enrolled. A current children’s roster was available for review. There were 9 children present, 2 being infants.

This is a one-story home which consists of four bedrooms, three bathrooms, living room, dining room, kitchen, laundry room, and front yard (fenced). There is a shed located in the front yard (used for storing toys). Per Licensee, the areas used by children include: one bathroom, living room (daycare room), daycare room (next to the living room) and front yard (fenced). Areas off limits to children and parents include: 3 bedrooms, 2 bathrooms, dining room, kitchen, and laundry room.

Individuals who reside in the home were noted and discussed. All adults present in the home have obtained a criminal record clearance. Licensee states there are no firearms in the home.

All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. There is telephone service via a cell phone that is used and the cellphone stays at the facility during operation hours. There is ventilation and central air conditioning and heating in the home. Safe toys, play equipment and materials were observed. The licensee provides food for children in care.

Detergents, cleaning compounds, medications, and other items which could pose a danger to children were observed to be inaccessible to children. Licensee states that there are no poisons in the home and understands that storage areas for poisons must be locked with a key or combination lock. The restroom that children use was observed to be safe and sanitary.

The valve on the required 2A 10BC fire extinguisher indicates fully charged with a service date of 01/05/2021. Smoke and carbon monoxide detectors were tested and are operable.

Licensee is currently providing care to 2 infants. Appropriate sleeping arrangements and cots were observed and discussed. LPA advised Licensee that cribs or play yards cannot hinder the entrance or exit from the sleeping space. LPA advised mattresses shall be firm and covered with a fitted sheet that overlaps the underside it cannot be dislodged. Infant cribs must be free of loose articles and objects. Objects cannot be hung above or attached to the side of the crib. LPA advised the Licensee that infants cannot be swaddled, shall be placed on their backs for sleeping and shall be supervised. LPA did not observe any hazards in the infant sleep are at the time of this visit. Infants shall be checked on every 15 minutes and the time of each 15-minute check shall be documented with child’s name and date. The LIC 9227 Individual Infant Sleeping Plan shall be completed for each infant. At 1:11p.m. LPA observed Child #2 does not have the LIC 9227 form on file. LPA issued a Technical Advisory note. LPA provided Licensee with a copy of PIN 20-24-CCP - Recently Approved Safe Sleep Regulations in Effect.

Currently, children use the front yard for outdoor play time. The outdoor play area was observed to be fenced. LPA observed that the outdoor yard has toys and other materials for children to play with. The licensee states that supervision is always provided. Licensee states there are no bodies of water. LPA did not observe any bodies of water during this inspection.

The licensee is observed to be operating within the license capacity limitations. LPA did not observe any children left in parked vehicles. Car seats shall only be used for transportation. LPA did not observe any children sleeping in car seats.

At 12:26p.m., LPA observed the Licensee and Assistant completed Basic Life Support (CPR and AED) program on 3/27/2021. LPA did not observe the training to be compliant with preventive health practices including Pediatric First Aid and CPR. LPA issued a Technical Violation with corrections. There are first aid supplies available. LPA advised that if a child shows signs of illness he/she/they shall be separated from other children.

issued a Technical Advisory note. The licensee has an immunization record on file.

LPA observed that the Licensee and Assistant do not have a current Mandated Reporter AB 1207 Compliant Child Care Training Certificate on file. LPA issued a technical advisory note.

All homes shall conduct fire and disaster drills at least once every six months, and document the date and time of each drill. Last drill documented was conducted on 6/04/2021.



Licensee states there are no pets on the premises. Emergency Disaster Plan, Parent’s Rights Poster and the Facility License were observed to be posted. LPA did not observe the following items during the inspection: Infant Walkers, Johnny Jumpers, Saucer Chairs, Trampolines and/or any other item that fall into these categories are not permitted in a family child care facility. Smoking is prohibited in a licensed Family Child Care Home. Per Licensee, no one smokes in the home.

LPA provided the licensee with a copy of A Child Care Provider’s Guide to Safe Sleep, by American Academy of Pediatrics. LPA also consulted and explained Child Abuse Reporting, Never Shake a Baby, and Safe Sleeping practices.

LPA advised the licensee to access forms, regulations and quarterly updates online at: www.ccld.ca.gov. LPA also discussed the Provider Information Notices (PINS) on Safe Sleep Awareness: PIN 19-02-CCP, COVID FAQ - PIN 20-11-CCP, Required Lead Testing: PIN 20-01 CCP Effects of Lead Exposure, and Guardian User Account Access - PIN 20-20-CCLD.
