Licensing Program Analysts (LPAs)A. Padilla and F. White conducted an Unannounced Required – 1 Year inspection to the above facility on 05/15/24 at 1:30 PM. LPAs disclosed the purpose of the inspection and met with Licensee, Graciela Ceja, who guided the LPA on a tour of the facility. Adults living in the home were discussed and all have criminal record clearance. There were 4 infants and 8 children and 2 staff present during today’s inspection. The children's roster was reviewed and is current. Per licensee, the facility’s hours of operation are Monday thru Friday 8:00 AM to 6:00 PM. Emergency Disaster Plan, License, and Parents’ Rights were posted at the time of inspection. Disaster drill log was also available during today’s inspection, last disaster drill conducted on 4/23/24.

This is a single-story home which consists of three bedrooms and 3 bathrooms, kitchen/dining room, and living room, indoor patio. Areas used by the children include the living room (located upon entry to the home), Bathroom 1 (located to the rear right of the home), and Bathroom 2 (located in backyard), and 1 bedroom/office space used as a walkway sometimes for children to enter living room/napping area. Per Licensee, Kitchen area is accessible but not used by the children. Per Licensee, areas off limits to children and parents include two bedrooms and bathroom located in bedroom. At 1:45 PM, LPAs observed that there is locked doors to off-limits area and child proof door knob covers and signs posted posted on all doors stating these areas to be off limits at time of inspection.

All areas identified on the facility sketch as accessible to children were inspected to ensure that they are clean and orderly with ventilation and heating for the safety of the children. LPA observed ceiling fans and central air through the home. There is a working telephone maintained in the home.

At 1:50 PM, LPA observed cubbies for children's belongings, cubbies with baskets containing dramatic play toys, soft play puppets, cardboard and soft blocks, and other age appropriate toys, free of loose and sharp parts available at time of inspection. At 1:55 PM, LPA observed Kitchen to have operable child safety locks on all low cabinets and drawers at time of inspection. At 1:59 AM, LPAs observed Bathroom 1 to have toilet and two sinks that are operable (one sink lower for child to reach), floor free of hazards, and adequate hand washing supplies available for children at time of inspection. LPAs observed electrical cover outlets all through the home. Per Licensee, there are pets (dog, chickens in coop, and turtles in cage. Per licensee children do not interact with dog and children are able to observe turtles and chickens but not interact during outdoors times. LPAs did not observe dog per licensee dog is locked in off limits bedroom and is usually locked on side of the house in a fenced area. Detergents, cleaning compounds, medications, and other items which can pose a danger to children are inaccessible. LPAs observed these items to be kept in Kitchen cabinets and drawers that have operable child safety lock at time of inspection. The Licensee states that there are no poisons in the home. The Licensee does understand that poison must be locked with a key or combination lock. LPAs did not observe any poisons during time of inspection.

Per Licensee, the children will have access to backyard area through side door and walking down side yard. At 2:03 PM, LPAs observed backyard has turf grass and adequate perimeter fencing through-out the yard. LPA observed various ride along toys (bicycles and electric ride along jeep), a track on the floor on one half of the yard, child size outdoor tables and chairs, outdoor cubbies containing plastic animals, blocks, a small sandpit, plastic playhouses and other age appropriate toys free of loose and sharp parts available for the children. At 2:08 PM, LPAs observed Bathroom 2, which children will use when outside, to have operable toilet and sink, floor free of hazards, and adequate hand washing supplies at time of inspection. LPA observed a refrigerator and washer and dryer in Bathroom 2, and cleaning equipment and detergents stored in high shelves and cabinets with operable child safety lock at time of inspection. LPA observed all trees, shrubs, and plants are maintained.

Per Licensee, there are no weapons, firearms in the home and there are no bodies of water around the premises. LPA did not observe or see any of these items around the premises. Per licensee, they provide food for children in care.

At 2:12 PM LPAs observed the valve on the required 2A 10BC fire extinguisher indicates fully charged with service tag on 1/16/24. At 2:15 PM, LPAs observed smoke and carbon monoxide detectors but did not test due to children napping. The Licensee has current Pediatric First Aid and CPR. Proof of immunization against influenza, pertussis, and measles was readily available during today’s inspection. The Licensee has also taken the Mandated Reporter Training
—CPR Card valid until: 01/1/25
—Mandated Reporter AB1207 expires: 05/01/2025
—Children records and required licensing forms were discussed as well as mandated child abuse reporting and criminal record clearance requirement.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPAs discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee ] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the LICENSEE Graciela Ceja, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

Based on todays inspection and observation there are no deficiencies being cited in accordance with California Code of Regulation Title 22
