Licensing Program Analyst (LPA) R. Derraco conducted an unannounced complaint inspection to the above mentioned facility on 08/20/24. LPA arrived at the facility at 9:30 AM and was met by Director of Education, Edwina Shivers, who guided analyst on a tour of the facility. LPA observed 38 children in care and 9 adults caring for the children. The facility's phsycial plant was observed to be in compliance with California Code of Regulation (CCR) Title 22.

The purpose of this visit is to deliver complaint findings to the above mentioned allegations. During the investigation, LPA conducted interviews, reveiwed records, and made observations. Individuals interviewed state that diapers are changed throughout the day, depending on the child's needs. Diapers are often checked when a child arrives, before nap, after nap and before pick up. LPA observed diapering supplies available in a classroom designated for the toddler component. LPA observed ouch reports for children in care that are signed by a staff member and the authorized representative. LPA also observed that teachers are postitioned throughout the play yard to ensure children are being supervised at all times while.

Individuals interviewed indicate that some children in care have a behavior therapist that work with those children on a one-on-one basis. Therapists are individuals employed with an independent company and contracted to work with a specific individual. Therapists are aware of a client's behavior exhibited while at the child care center. LPA observed that the center has an "Early Intervention" classroom designated for children with special needs. Individuals interviewed state that they do not have any concerns with the center and their policies. Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated.

A notice of site visit was given and must remain posted for 30 days
