Licensing Program Analysts (LPAs) Jeanette Estrada and Joshua Ortega conducted an unannounced annual inspection at the facility. LPAs met with Site Supervisor Deborah Robinson and advised her of the reason for the visit. Site Supervisor provided a tour of the facility. LPAs observed 12 children and two staff in preschool classroom 1 and eight children and two staff in preschool classroom 2. LPAs also observed the two toddler classes outside with 11 children supervised by three staff.
This program operates Monday through Friday from 6:00 AM to 6:00 PM and it provides care to children 18 months to 5 years. There are two preschool classrooms for children ages three years old to 5 years old and two toddler classes for children ages 18 months to 36 months old. All required posted documents were observed upon entrance to the facility and throughout the classrooms.
Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated and are operable. The facility has central air and heating. Lighting was observed to be in operable condition. Children have their own cubby in each classroom to store their belongings. Children are provided a napping mat for nap time. Bedding is provided and laundered by the program. Per Site Supervisor the isolation area is located in the office and a napping cot with a partition for privacy is available if needed and the toddler restroom would be used for isolation and disinfected after each use. LPAs observed one restroom in the hallway shared by both preschool classrooms. This restroom contained 4 toilets and 4 sinks. There is an additional restroom in the hallway used by one of the toddler classrooms. This restroom is used for potty training and it contains one toilet, one sink and a diaper changing table. There is a diaper changing table in another toddler classroom with a sink within arms reach. Age appropriate sinks and toilets were inspected for availability and good repair in both restrooms. General sanitation was observed. Restrooms are cleaned and disinfected. Diaper changing tables are cleaned and disinfected after each use. Families provide their own diapering supplies. Availability of indoor drinking water was observed in classrooms via a filtered water dispenser and disposable cups. Per Site Supervisor, Teachers assist children with the drinking water. The facility tested for lead contamination in the water sources used for children on 8/13/22.

Per results there was no action level exceedance at the facility. Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inaccessible to children. Disinfectants and cleaning solutions are stored in locked cabinets in the classrooms. Staff prepare the cleaning solution and dispose of it daily. Per Site Supervisor, there are no poisons stored at the facility and medications are stored in an inaccessible area in the office and in a locked box in the refrigerator. Per Site Supervisor, only prescription medication is administered at this facility. LPA observed an operable carbon monoxide detector in the facility.
The outdoor playground area was evaluated. The outdoor area is fully enclosed. There are three separate yards in the outdoor area. Two yards are used by the toddler classrooms and one yard is used by preschool classroom. Outdoor equipment is in a safe condition, free of sharp, loose or pointed parts. All areas around or under high climbing equipment and similar equipment are cushioned with material that absorbs a fall. There is adequate shade in the play yard. Availability of outdoor drinking water is provided via a water dispenser and disposable cups. Per Site Supervisor there are no firearms stored on the premises. There are no pools or bodies of water at the facility. Per Site Supervisor, plastic or inflatable wading pools are not used for water play.
Children’s Records were reviewed for completeness. Children's records contained all required documents and information.
Staff records were reviewed. Files reviewed contained the required education requirements, proof of immunization from measles, pertussis and flu (or flu declination), LIC 9052, LIC 501, LIC 503 and LIC 9108. At least one staff had a valid pediatric first aid/cpr certification issued by the American Heart Association. All staff had a current mandated reporter certificate. Site Supervisor was reminded Mandated Reporter training and pediatric first aid/cpr shall be completed every two years.
Sign in/out sheets were reviewed. Parents sign in upon entrance to their child's classroom. Upon entrance, a health check is completed by the staff.
Disaster drills are conducted every month and are documented. The last documented drill was conducted on 12/7/24. The facility provides breakfast, lunch and an afternoon snack. Menus are posted monthly where it is visible by the child's authorized representative. Menus are also provided directly to parents. Menus for the past 30 days are available upon request. Food services are provided by an outside vendor called Chefables. The food vendor delivers the food daily and staff at the facility distribute the food for the classrooms in a family style set up. LPAs inspected the food preparation area which is located in the hallway away from the classrooms. The food preparation area was observed to be clean and free of litter. Per Site Supervisor, children with allergies are provided alternatives and allergy lists are posted in the classrooms and kitchen.

During this inspection LPAs observed a classroom named Early Intervention which had its own entrance through the yard. Per Site Supervisor, this classroom is used for children who have an IEP or need other services but no children enrolled at this time require this classroom and it is not in use. LPAs observed a restroom in this classroom with two toilets and two sinks and a diaper changing table.
Facility Representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. This facility provides Incidental Medical Services – IMS.
