25 | Licensing Program Analyst (LPA) Warren Birks conducted an unannounced annual required inspection. LPA met with Licensee Joseph Vilaseca who guided LPA on a tour of the facility. Also present was Licensee's cleared assistant Rebecca B. who was were helping to care for seven children (five preschool and two napping infants). There are currently 15 children enrolled. The children's roster is current. The disaster drill log was reviewed (last drill conducted July 13, 2021.
This is a one story home which consist of four bedrooms and two bathrooms. Areas used by children include the living room, two bedrooms, one bathroom and the backyard. LPA informed Licensee to contact the department if off-limit areas are going to be used and make sure hazards are inaccessible. Per Licensee, areas off limits to children and parents include: the garage, two bedrooms and one bathroom. LPA observed observed baby gates preventing access to off limit areas. The kitchen is also off limits to children in care.
Areas accessible to children were inspected to ensure that they are clean and orderly with ventilation and heating for the safety of the children. There is a working telephone maintained in the home. Licensee has two pet dogs that appear to be friendly. Detergents, cleaning compounds, medications, and other items which can pose a danger to children are inaccessible. LPA informed Licensee that poisons must be locked with a key or combination lock.
Per Licensee there are no firearms or bodies of water on the premises. Safe toys and play equipment were observed. Emergency Disaster Plan and License was posted. Children’s records were reviewed to ensure that each child has an Identification and Emergency form. The valve on the required 2A 10BC fire extinguisher indicates green,, however there was no service date within a year. Smoke and carbon monoxide detectors near the hallway dining room were tested and are in operable condition. The Licensee and Assistant have current EMS approved Pediatric First Aid and CPR, (expires on July 9, 2021) and the Mandated Reporter Training. Licensee informed LPA that the CPR vendor is backdated due to covid and will renew late July. |
