32 | C1 reported feeling uncomfortable and sad. C1 states when they told C2 to stop, C2 would say be quiet and threatened to tell C1’s parent.
During the course of this investigation, LPA conducted interviews with Facility Staff, children and witnesses. Licensee, Rayjennia Adams, stated they were unaware of the inappropriate interaction and that there is always an adult working with and supervising the children.
Licensee confirmed that there are cameras throughout the home but cameras are only used for supervision and don't record.
Based on evidence obtained, the facility did not take the actions needed to prevent the inappropriate interaction between children, the allegation is Substantiated. Two Type A deficiencies are being cited for Personal Rights and Lack of Supervision in accordance with California Code of Regulations Title 22, Chapter 1, Article 6, 102423 and 102417. Type A deficiency poses an immediate risk to the Health, Safety or Personal Rights of the children in care and is required to be corrected within 24 hours.
A prior deficiency for Lack of Supervision was cited for complaint on 8/31/23. This is a repeat violation and a civil penalty of $250 is assessed today.
LPA discussed with licensees Adams and McCraw the requirement to ensure that children in care are supervised at all times to ensure their safety.
A copy of this report shall be provided to the parent/guardian of children currently enrolled by the next business day or immediately upon return. A copy of this report shall also be provided to the parent/guardian of any newly enrolled children for the next 12 months (1 year). The Acknowledgement form must be maintained in each child’s file immediately upon receipt from parent. Licensee was provided with a copy of the parent Acknowledgement of Receipt of Licensing Reports Form LIC9224 during this visit.
The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
Exit interview was conducted with Licensee RayJennia Adams. A copy of this report and appeal rights were discussed.
