Licensing Program Analyst (LPA) Raul Navarro conducted an unannounced case management inspection on 11/02/2022. LPA Navarro arrived at the facility at 11:40 am and met with Director Beatriz Rodriguez who guided LPA on a tour of the facility. There were 19 children and four staff present during the inspection.

The purpose of today's inspection was to follow up on the lead exceedence found for the drinking fountain located in the play yard. The drinking fountain had a lead exceedence of 6.8. The facility stated they will replace the drinking fountain with a new one during an inspection in November 2022. Upon arrival LPA Navarro observed the water fountain was covered with a bag and tape to make it inaccessible to children and had not been replaced. Director stated the water fountain is scheduled to be repaired in December 1, 2023. Per Director, the drinking fountain has been shut off. The facility takes jugs of filtered water outside for the children to drink. Drinking water is provided from the filtered water fountain located in the kitchen. Per Director, children bring their own food from home. A deficiency was cited to ensure that the water faucet noted will not be used as a drinking source or food preparation source for the children.

The deficiency listed on the following page was observed by the LPA and is being cited in accordance with California Code of Regulations Title 22. Please see attached LIC 809-D. The deficiency that is being cited needs to be cleared to protect the children’s health & safety.

Exit interview conducted and report was reviewed with Director Beatriz Rodriguez. A notice of site visit was given and must remain posted for 30 days.

The facility has scheduled repair of the drinking faucet for December 1, 2023. Work would be completed in January 4, 2024. Director provided LPA a copy of the scheduled work to be done at the facility. Per Director, faucet will be retested once work has been completed.

This requirement was not met as evidence by record review. Lead test results showed that one water source had an action level exceedence of 6.8. This is a potential risk to the health and safety of the children in care. LPA Navarro observed the drinking fountain outside was made inaccessible with a plastic
bag and has been shut off.
