Licensing Program Analyst (LPA) Veronica Martinez Garza conducted an unannounced Annual/Random inspection at the above facility on 04/25/25 at 09:00 a.m. The purpose of this inspection is also to conduct more frequent inspections to ensure that the licensee is in compliance with Title 22 Regulations as discussed in the informal office meeting held on 04/11/24. LPA met with David Ortiz and Martin Ortiz licensee’s assistants. LPA disclosed the reason for the visit and asked for licensee Ana Ortiz. According to David licensee was home cooking; however, licensee arrived at 09:12 am and stated that she was at the store. Licensee's assistant David guided LPA on a tour of the facility. There were 09 children present during this inspection. Also present was the licensee’s minor children. Per licensee, 14 children are enrolled. Operation hours are Monday – Sunday 23 hours a day.
This is a one-story home which consists of 3 bedrooms, 2 bathrooms, living room, dining room, kitchen, detached garage, front and backyard (fenced). Areas accessible to children include living room, dining room, 1 bathroom, first half of the backyard (fenced). Per licensee, areas off limits to children and parents include 3 bedrooms, 1 bathroom, kitchen, front yard, detached garage and half of the backyard. According to the licensee, there are 5 dogs, 3 cats and 5 birds on the premises. Family members residing in the home are 3 adults and 3 minors. All individuals present in the home have obtained a criminal record clearance or exemption prior to working, residing, or volunteering in a licensed home and are identified on the attached LIC811.
LPA toured all areas identified on the facility sketch used by children during this visit and were inspected for safety, comfort, and cleanliness. Tour began in living room where LPA observed age-appropriate toys, materials, and equipment.
