Personal Rights-Conduct of adult in home puts children in care at risk.

Conduct Inimical- Licensee's husband conduct is inimical to the health and safety of children in care.

Licensing Program Analyst (LPA) T. Tran arrived at the above licensed address to deliver final finding for the above complaint allegation. Upon arrival, LPA met with licensee, Teresa Parga, an employee, and observed 6 children in care. LPA obtained the declaration statement for the record.
The Investigation Bureau (IB) conducted a full investigation regarding an adult in the home which posted an immediate risk to the health and safety of children in care. There was an incident that occurred about 30 years ago, licensee's husband was alleged to have been involved inappropriately with female relatives. Based on the interviews, conducted by IB Miles and information obtained during the investigation it's confirmed that licensee's husband had display inappropriate interaction toward a formal daycare child. Therefore, based on the preponderance of evidence, the above allegation of Personal Rights and Conduct Inimical is Substantiated. A finding means that the complaint is Substantiated, and the allegation is valid because the preponderance of the evidence standard has been met.
Facility was cited type A deficiencies (see LIC 9099D). A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the facility representative, Teresa Parga.
