Licensing Program Analyst (LPA) Franchesca White arrived at the above facility for the purpose of an unannounced Case Management - Legal/Non Compliance visit. LPA White announced the purpose of the visit and was granted entry to the facility by Licensee Johnnie Johnson. There were 10 children present at the time of inspection. There were three staff present, and have current criminal background clearance.

At 2:50 p.m., LPA White observed 10 children seated in the eating area of the facility preparing for a birthday party. LPA White observed all the children being served, while one staff member made sure the area was cleaned and all mats put away in the cabinets. As one child became irritated by having to wait to receive his juice and cake, Staff 3 comforted the child by asking him to, "stay calm, and everything will be ok, your turn is coming." Child stopped whining, and waited for his turn.

At 3:00 p.m., LPA White observed the play area to be free of sharp hazards. The play area has a large jungle gym in with slides, climbing bars and steps for the children. There is also 5 tricycles for the children as well as a shaded area with a bench for the children. At 3:05 p.m., LPA White observed the classroom area to have tables and chairs for the children. The carpets are clean and free of debris. The floors of the eating area of the facility are free of debris, and staff wiped down the tables immediately after the children finished eating. LPA White observed staff move children to the bathroom area for toileting before transitioning to the outdoor play area. The circle time area was clean with all toys neatly placed on the shelves. At 3:07 p.m., Staff 2 informed LPA White that she would be leaving for the day and that I could speak with Staff 1 if I had any questions.

A 3:20 p.m., LPA White observed Staff 1 go to the play yard with Staff 3 to provide additional supervision to the children in care. LPA White did not observe any personal rights being violated. All the children were treated with care, and spoken to in calm tones, and the only physical touch witnessed was guiding children during transitional time.

Based on observations of the Areas of Focus, there are no deficiencies being cited in accordance with California Title 22 regulations.

A Notice of Site Visit was given and must remain posted for 30 days. Failure to post will result in a civil penalty of $100.00.

Report was reviewed with Licensee Johnnie Johnson. A copy of the report and appeal rights was given to Licensee Johnnie Johnson.
