Licensing Program Analyst (LPA) Franchesca White arrived at the above facility for the purpose of an unannounced required annual inspection. LPA White announced the purpose of the visit and was granted entry to the facility by Erendira Sanchez, Infant Teacher. There are 7 children enrolled. There were 4 infants present during today’s inspection. There were 3 staff members present. All have current criminal background clearance. The hours of operation are 6:00 a.m. – 6:00 p.m. (Monday – Friday). This is an infant program which consists of one classroom. A Preschool component, facility #198018445.

LPA observed the Parent Board to have the following documents: Facility License, Parents’ Rights, Emergency Disaster Plan, Emergency Evacuation, Infant Choking Informational Pamphlet, and a Disaster Drill Log with the most recent drill conducted on April 4, 2024. According to Teacher Erendira Sanchez, the last fire drill was conducted by placing the babies in a rolling crib and rolling the babies outside to a safe space away from the building.

Life saving devices such as, the smoke detector and carbon monoxide detectors were check and found to be operable at the time of inspection. The smoke/carbon monoxide detectors are in the Infant Center, and in the Toddler classroom. The 2A 10BC fire extinguisher is fully charged with a service tag dated for 12/6/2023, and it’s located in the toddler classroom.

LPA White toured the facility beginning with the Infant Room. Children's roster was reviewed and is current. Sign-in and out procedures were reviewed. The infant room has a laminate flooring with educational rug placed in the reading area. LPA White observed age-appropriate manipulative toys, soft toys, and books for the infants. The changing area was fully stocked with diapers and wipes for each child labeled and placed in separate containers. Cabinets under the changing table are made inaccessible with child lock latches. The changing table guard rail is sturdy and high enough to prevent infants from falling. . The sink area is adjacent to the changing area and the cabinet is fully stocked with hand washing soap, paper towels, and extra wet wipes.

Cleaning agents are kept under the sink and it is made inaccessible with a child lock latch. All rolling cribs that are used by infants are labeled with their names.LPA observed cribs to be neat and safely spaced for easy access to the children. Cribs were observed to have fitted sheets, and free of toys, and other objects. Infant sleeping log was observed to be current for each infant.

The kitchen was inspected for cleanliness, and proper storage of bottles, formula, and baby food items. LPA White observed the infant’s bottles to be labeled, and tops securely sealed. Infant Center food is located in the first cabinet to the left upon entry of the kitchen. Jars of baby food were inspected for expiration dates, and proper labeling. Vegetables stored in the freezer had proper labeling with expiration dates under thirty days. All kitchen surfaces were clean, and no sticky consistencies at the time of inspection. All reusable dishes were properly stored in cabinets.

Outdoor space is physically separate from other child care components. Outdoor play equipment was observed to be in good condition, free of sharp, loose or pointed parts. Outdoor activity space surface is maintained in a safe condition and is free of hazards. LPA White discussed sanitation and cleaning policy for outdoor area. LPA White observed areas have cushioning material to absorb a fall. The outdoor area has adequate shade. The Licensee states that there are no bodies of water on the premises and LPA did not observe any bodies of water during this visit. Licensee states there are no weapons or firearms on the premises.

LPA White reviewed staff files and found all teachers and staff to have all educational documentation as qualified teachers. LPA White reviewed files for Mandated Reporter Training, CPR Training, and current immunization against pertussis, measles, TB, and Influenza. Staff Member #3’s Mandated Reporter Training Certificate expired on 3/29/2024. Director Toney states Staff 3 will complete the training over the weekend and provide proof of completion to LPA White before April 25, 2024. LPA White issued a technical violation for this infraction.

Licensee LeTicha Toney was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES:


Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

LPA discussed the safe sleep regulations with licensee LeTicha Toney and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee Leticha Toney of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Licensee LeTicha Toney was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Based on today’s inspection, observations, record review, and interviews, there will be no deficiencies cited according to California Health and Safety Code of Title 22.

A notice of site visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with the licensee LeTicha Toney. A copy of the report, and appeal rights were given to Director Toney.
