On 06/21/2023 at 1:30 PM, Licensing Program Analyst (LPA)Katrina Chicote conducted an Unannounced Required – 1 Year inspection to the above facility. Upon arrival, LPA disclosed the purpose of the inspection and met with Licensee, Gabriela Colotl, who granted entry and guided the LPA on a tour of the facility. Adults in the home were discussed and all have criminal record clearance. Also present was A1, Licensee’s Assistant. There were eight day care children, which includes one infant, present during today’s inspection. Licensee states that there are currently 12 children enrolled. The children's roster was reviewed and is current. Required postings were observed posted in Day Care Room. Disaster drill log was also available during today’s inspection, last disaster drill conducted on 04/2023.

This is a single-story home which consists of two bedrooms and one bathroom, Kitchen, Living Room, Dining Room, and two ADU units in the back. Areas used by the children include the Living Room (located upon entry of the home), Dining Room (located next to Living Room), Kitchen (located to the rear of the home), Bedroom 1 (located to the right of the home) which is used as Day Care Room, and Bathroom 1 (located next to Day Care Room). Per Licensee, areas off limits to children and parents include Bedroom 2 and Laundry area which is in rear area of home. LPA observed that there is an operable baby gate making Laundry area off limits to children and Bedroom 2 to be locked at time of inspection.

All areas identified on the facility sketch as accessible to children were inspected to ensure that they are clean and orderly with ventilation and heating for the safety of the children. There is a fireplace in the home that is barricaded by a gate and LPA observed ceiling fans and AC wall unit operating at time of inspection. There is a working telephone maintained in the home. At 1:32 PM, LPA observed Living Room to have couches and television hanging. LPA observed three pack-n-plays in Living Room for infant sleep and observed one child sleeping in pack-n-play at time of inspection. Licensee states she provides food for children in care. At 1:33 PM, LPA observed Dining Room have tall square dining room table and eight chairs and child size rectangular table and eight chairs available for children eating. LPA observed Kitchen to have adequate supplies and to be free of clutter on counters and free of hazards at time of inspection. At 1:37 PM, Report continues- Page 1 of 3

LPA observed Day Care Room and observed seven napping children on blue cots that were laid out without obstructing walkways at time of inspection. LPA observed shelves in Day Care Room to have puzzles, art materials, and other age appropriate toys, free of loose and sharp parts available for children. At 1:39 PM, LPA observed Bathroom 1 to have operable toilet and sink, adequate hand washing and toileting supplies, and to have general area safety and sanitation. LPA observed all under cabinet sinks and drawers to have operable child safety locks at time of inspection. Detergents, cleaning compounds, medications, and other items which can pose a danger to children are inaccessible. LPA observed these items stored in off limits Laundry area which is inaccessible at time of inspection. The Licensee was advised that inaccessibility of hazards must be constantly reassessed depending on the children in care.

Per Licensee, the children will have access to backyard for outdoor play which is accessible through door in Kitchen. At 1:40 PM, LPA observed backyard has concrete and adequate perimeter fencing through-out the yard. LPA observed shaded area in backyard with cushioning mats below to have plastic play structures, plastic playhouses, ride along toys, and other age appropriate toys free of loose and sharp parts available for the children in the backyard all well maintained at time of inspection. LPA observed two ADU units in backyard, that are off limits but same address as facility. Licensee states units are locked during operating hours and LPA observed units to be locked at time of inspection. LPA discussed adults residing in ADU units and all have criminal record clearance at time of inspection.

Per Licensee, she has a small dog in the home but is currently with her daughter and not in the home at time of inspection. Per Licensee, there are no weapons, firearms in the home and there are no bodies of water around the premises. LPA observation did not see any bodies of water around the premises or firearms/weapons at time of inspection.

At 1:41 PM, LPA observed the valve on the required 2A 10BC fire extinguisher indicates fully charged with service tag dated 08/29/2022. LPA observed light on smoke and carbon monoxide detectors signaling that they are in operable condition. Per Licensee, First Aid kit is kept in the Day Care Room. The Licensee has current Pediatric First Aid and CPR valid until 09/30/2023. The Licensee has taken the Mandated Reporter Training on 06/16/2021. Proof of immunization against influenza, pertussis, and measles was readily available during today’s inspection. Children's records were reviewed for required forms and documented on LIC 857.

The following were discussed:
Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm

Licensee (or facility representative) was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Rooms that are off-limits need to be made inaccessible during operating hours. NO smoking, NO infant walkers, NO Johnny jumpers, NO saucer chairs, NO incline sleepers and any other item that falls into that category are permitted in the facility.



LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licenseeof the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The Licensee was advised how to access forms and Regulations online at www.ccld.ca.gov. Licensee was made aware that it is his/her responsibility to know the regulations as well as anyone who assists in providing care.



The facility was found in compliance per Title 22 regulations, there will be no deficiencies cited today.

A notice of site visit was given and must remain posted for 30 days.

Exit interview was conducted and report was reviewed with the Licensee, Gabriela Colotl.
