Licensing Program Analysts (LPA) Cynthia Reyes conducted an unannounced site inspection to present the findings of the above complaint allegation. This inspection is to ensure the health and safety standards as required by the regulations governing child care centers are met. LPA met with Stephanie Bartley, Assistant Director and Martha Alvarez Director arrived at the facility shortly after. The complaint was gone over and Director took LPA on a tour of the facility indoors and out.

During the course of this investigation, LPA conducted Interviews, observation and received and reviewed documents.

Personal Rights- Per RP (Reporting Party), "My children, since starting this school about 6 months ago, are constantly coming home sick, bruises, scratched and very unhappy. They have told me multiple times the teachers scream at them, hit kids and some concerning behavior that comes off as sexual abuse. They are denied water or snacks and clearly the children need better supervision as many aggressive accidents take place."

LPA conducted interviews with staff and children, reviewed children's records of all children with siblings that have been enrolled with in the last 6 months and was unable to locate any children with siblings that have concerns of going home with being sick, bruises, scratched and very unhappy. LPA was unable to obtain more information from the complainant with proof to determine if these allegations were valid.
This agency has investigated the complaint alleging Personal Rights. Based upon the evidence as presented above, the allegation has been determined to be Unsubstantiated. A finding of Unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of evidence to prove alleged violation(s) did or did not occur, therefore at this time the allegation is unsubstantiated.

At this time, the licensee is in compliance with California Code of Regulations Title 22. No deficiencies cited.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00. Appeal rights were provided.

Exit interview conducted and report was reviewed with Martha Alvarez Director.
