25 | Licensing Program Analyst (LPA) Veronica Martinez Garza conducted an unannounced Annual/Random inspection at the above facility on 02/03/26 at 09:00 am. LPA met with Cecilia Hernandez licensee who guided LPA on a tour of the facility. There were 02 children in the home. According to the licensee, 06 children are enrolled; however, there schedules vary and some are school age children. Operation hours are Monday – Sunday 23 hours a day.
There are two homes located on the same premises with two different addresses. The facility is located in the front and there is a gate in the middle of the driveway that separates the front home/yard. The gate also makes the back home inaccessible to children. This is a one-story home which consists of 4 bedrooms, 3 bathrooms, living room, dining room, kitchen, laundry room, and front yard (fenced). According to the licensee, children use the living room, dining room, 1 bedroom (adjacent from the living room), 1 bathroom (inside the bedroom), and front yard. Per licensee, areas off limits to children and parents include kitchen, 3 bedrooms, 2 bathrooms, laundry room, and back house. Family members residing in the home is 1 adult and 0 minors. According to the licensee, there is a dog in the back house.
LPA toured all areas identified on the facility sketch used by children during this visit and were inspected for safety, comfort, and cleanliness. Tour began in the living room where LPA observed furniture and a barricaded fireplace. The living room leads to the front bedroom, 1 bathroom, dining room, and kitchen. LPA observed that the dining room had furniture and (1) crib for children. According to the licensee, the kitchen is off-limits to children. LPA observed a half door that is used to prevent children from having access to the kitchen. Per licensee, the half door also has a lock. The kitchen leads to the rest of the home which is also off limits to children. LPA was then guided to the front bedroom where LPA observed age-appropriate toys, materials and equipment for children.
