On Thursday February 6, 2025 Licensing Program Analyst (LPA) Joanne Solorio Campos and Licensing Program Manager Katrina Chicote conducted an unannounced annual inspection and met with licensee, Yesmin Escalante who guided LPA’s Solorio Campos on a tour of the facility. Inspection was conducted in Spanish.
At time of inspection, Licensing staff observed 3 children and 2 assistants present. During inspection, shortly after one more child arrived. This is a large child care home and licensing staff observed facility to be within ratio. Operating hours are Monday to Friday from 6:30a.m-5:00pm and care for children ages 0 to 10 years old.

This is a single-story house with 2 bedrooms, 2 bathrooms, living room, dinning room, kitchen, a laundry area that consists of a diaper changing table, and observed cleaning compounds accessible to children, which the licensee immediately removed and placed in a storage area making it inaccessible to the children in care. Licensing staff also observed a completely fenced in back yard. The children have access to the living room, dining room, bathroom near kitchen and front yard and back yard. Per licensee, areas off limits to children include the 2 bedrooms, where LPA and LPM bserved doors to be locked, 1 bathroom, observed to be locked, and the kitchen which is blocked off by a gate making it inaccessible to the children while the children are not utilizing it. Family members residing in the home are 3 adults (criminal record clearances were discussed). The Licensing staff toured all areas used by children during this visit.

Licensing staff inspected the facility for safety, comfort, cleanliness, ventilation and working phone (cell phone and landline). For ventilation, LPA Solorio Campos and LPM Chicote observed split AC/heater. At time of inspection, Licensing staff observed the furniture, children’s manipulatives, games, toys and books, to be age appropriate and well maintained free of loose, sharp or pointed parts.

Licensing staff observed cleaning compounds items, stored in a storage area near the restroom and back door that leads to the outdoor patio, making it inaccessible for children to open. Licensing staff observed the knives and sharp objects stored inside the top kitchen cabinet with a childproof lock making it inaccessible for children to open.

The licensee stated she utilizes a food program and provides breakfast, lunch, and pm snack. Licensing staff informed licensee any food brought from the children's homes, the container shall be labeled with the child's name and properly stored or refrigerated. For water drinking, licensee stated she provides water.
Licensee stated she currently does not have any children with severe food allergies nor on medication.

LPA Solorio Campos and LPM Chicote entered the bathroom and observed a working toilet, working sink with hand soap and the bottom sink cabinet was closed with an operable child proof lock at the time of inspection and did not observe hazard materials. The restroom was observed to be in good condition. Licensing staff reminded licensee that all personal items (ex; shampoo, toothpaste, mouthwash, or items that fall into that category) must be made inaccessible to children.

Licensing staff asked the licensee if there were any pets, poisons, firearms, weapons, or bodies of water. The licensee stated she does have two birds which she keeps outdoors but due to current rain the bird cage was observed to be indoors by the laundry area. Licensing staff did not observe any of the other mentioned. The licensee was informed that if any poisons (ex; drano, rat poison or items that fall into that category), firearms and weapons are purchased, it is required to be locked with a key or combination lock and firearm and ammunition must be stored separately.

At time of inspection, Licensing staff observed the required 2A10BC fire extinguisher located in the living room and the valve on the green area indicating fully charged and serviced on 11/24. LPA observed a carbon monoxide detector and smoke alarm located in the hallway. LPA tested the carbon monoxide and smoke alarm and were heard to be operable. Licensing staff observed the first aid kit in the hallway to be complete with band aids, gauzes, adhesive bandages, antiseptic wipes and scissors. For ill isolation, licensee stated she utilizes the kitchen area. Licensing staff observed the last emergency drill conducted on 10/17/24.
Licensing staff also observed a wall heater that was observed to be barricaded and licensee states is not operable.

LPA Solorio Campos observed the back yard area that is utilized by children for outdoor play and observed it for safety, comfort, and cleanliness. LPA observed the play yard to be fenced, and side gates closed with a latch lock at time of inspection. Licensing staff observed the play area to have some hazards and licensee stated she has not utilized the play yard due to some work being done and due to the recent fires and rain. The children’s equipment was observed to be age appropriate and free of loose, sharp or pointed parts. At this time the licensee stated that she is utilizing the front yard area and porch for outdoor play while maintaining full supervision at all times.

Licensing staff observed licensee Red Cross Pediatric First Aid/ CPR certification and expires 12/20/26 and licensee has proof of immunization against Pertussis, MMR, and Influenza declination. Licensee has completed the Child Abuse Mandated Reporter (AB 1207) training and expires 3/15/25. Licensing staff also reviewed assistant’s file and observed CPR expiration of 10/20/26 and Child Abuse Mandated Reporter expires 1/4/2027. Licensee was advised that the mandated reporter training must be completed every 2 years, and is available at www.mandatedreporterca.com

Licensing staff reviewed the children’s roster, children’s files, 15-minute sleep logs, and sign in/out sheets as well as staff files and observed the files to be complete.

LPA Solorio Campos and LPM Chicote observed the following required postings in the entry way of the facility; License, LIC 9148 Earthquake Preparedness Checklist, LIC 610A Emergency Disaster Plan, Pub 394 Notification of Parents Rights, and LIC 999 Facility sketch.

Family Child Care Homes Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Licensing staff discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Family Child Care Homes Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

At this time, the licensee is in compliance with California Title 22 Regulations. Therefore, there are no citations being issued today.


A notice of site visit was given and must remain posted for 30 days.
Exit interview was conducted and report was reviewed with licensee Yesmin Escalante.
Appeal Rights were provided and discussed.
