32 | The Reporting Party (RP) alleged that staff do not ensure that daycare children have access to drinking water. The RP stated that while there is a drinking fountain in the younger classroom, younger children do not have access to it. The RP further stated that younger children may have difficulty communicating their needs and, as a result, may be unable to request water when needed. The RP also indicated that these concerns had not previously been brought to the attention of staff or the Director.
The Director stated that children are provided with consistent access to drinking water throughout the day through multiple sources. Director reported that children may access water via classroom drinking fountains and through water bottles brought from home, which are stored on a low shelf for easy child access and refilled as needed by staff. Director further stated that water bottles are provided for children who do not bring one from home. In addition, children are given opportunities to drink water during scheduled breaks, including snack and lunch times, and are permitted to access their water bottles during play and classroom activities under staff supervision. Director indicated that staff monitor children’s belongings to ensure water bottles are labeled and accessible, and that water access is maintained during both indoor and outdoor activities. Director further reported that the drinking fountains located near the outdoor playground have now been repaired and that two (2) of the four (4) fountains are currently operable and available for use by children.
Four (4) out of four (4) staff members interviewed did not disclose or report any concerns indicating that children are denied access to drinking water. Interviews indicated that children are provided with access to drinking water throughout the day via classroom drinking fountains and facility provided water bottles. In addition, water pitchers are filled periodically and made available to children under staff supervision. Staff further described routine practices in place to ensure children remain adequately hydrated throughout the day.
Parents interviewed did not report any concerns regarding lack of access to drinking water for children in care. No disclosures were made indicating that children were unable to obtain water when needed or that staff restricted access to drinking water.
Additionally, during the course of the inspection, LPA observed drinking fountains located in both the outdoor play area and inside Classroom B and Classroom C.
