At 10:28AM, Licensing Program Analysts (LPAs) Steven Tung and Roxana Lopez conducted an unannounced random inspection. A risk assessment was conducted upon entry- appropriate PPE was used. LPA’s met with Director Stephanie Garcia who guided analysts on tour of the facility. This facility operates Monday-Friday from 7:00AM-6:00PM. The facility follows the school schedules for pick up and drop off. This is a school-age program that is licensed for 114 children. There is also a preschool with toddler component on site license #198016248 and an infant component license #1980162450.

LPAs toured the areas according to the facility sketch on file. Per Director, no alterations have been made and LPAs observed none. The facility consists of 5 school-age classrooms (Orange Owls, Blue Owls, Green Owls, Purple Owls, and Yellow Owls). Each class was inspected. There were 2 school-age teachers and no school-age children present. All adults present have obtained a criminal record clearance or exemption on file. The following was observed during the tour of facility:

Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. There is available drinking water from sparkletts water dispensers and disposable cups. The first aid kit is kept in the staff offices on the first floor.

LPAs requested to inspect the carbon monoxide detectors in the facility. The Director stated that the facility's carbon monoxide detectors are interfaced with the HVAC software and can be observed from the front reception desk computer and remotely by facilities staff. The Director provided a printed screenshot of the carbon monoxide detectors functioning as well as a statement from the Facility Director Juan. LPAs observed the carbon monoxide detectors to be operational.

There are restrooms on the first floor and second floor available for the children to use. The restrooms were observed to be clean and in good condition, with sufficient supplies for children to use.

Per director, the isolation area is located between the director's office and the medical office and has its own designated bathroom.

At 10:50AM, LPAs observed expired medication for C1. The expired medication was immediately removed and the parent of C1 was contacted regarding the expired medication.

The facility has a kitchen where meals and snacks are prepared and cooked for the children by kitchen staff. The kitchen was inspected and observed to be clean, orderly, and sufficient storage for supplies. The facility provides PM snacks for the school-age children. The menus are posted in the lobby area.



LPAs inspected the children’s outdoor space. The playground was inspected for safety, cushioning material, good repair and age appropriateness. LPAs observed there to be shade and adequate fencing. The water jugs and disposable cups are brought from inside the classrooms to the outside for children to use.

The fire/earthquake drill log was available - each classroom conducts a drill and reports the drill to the director. Last drill documented was 2/21/2022.

All individuals present have obtained a criminal record clearance or criminal record exemption. There is at least one person trained in CPR and Pediatric First Aid present during this inspection. Educational background, training, and/or experience for each staff present are on file and were reviewed.

In review of children’s records, files contain information including, but not limited to the following: Name, address and telephone number of the child's authorized representative and of relatives or others who can assume responsibility for the child if the authorized representative cannot be reached when necessary.

LPA issued a copy of the LIC 857 Children’s Records Review and the LIC 859 Staff Records Review to the licensee during this inspection.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information see Evaluator Manual - Regulation

Licensing staff observed COVID- 19 postings posted in the day care on this date.

LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov.

Director Stephanie Garcia was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Based on LPA's observations, the licensee did not comply with the section cited above in that the medication for C1 was expired in January 2022 which poses/posed a potential health, safety or personal rights risk to persons in care.

During the inspection, the Director immediately contacted the mother of C1 regarding the expired medication. Per Director, the parent will supply the facility with new medication for C1. Every 3 months the Director will check all the medications throughout the facility, and the Assistant Director will check the medications throughout the facility every month. Proof of POC will be a photo of the new medication and a photo of the medication log will be emailed to LPA by POC date of 3/17/22.
