Licensing Program Analyst (LPA) R. Derraco conducted an unannounced complaint inspection to the above mentioned facility on 12/04/25 at 9:30 AM. LPA was met by assistant Director, Dhamika Jayakody, who guided analyst on a tour of the facility. LPA observed 12 toddlers and 2 teachers caring for children from the toddler componenet. LPA also observed 17 infants and 5 infant teachers caring for the infants. The license was observed to have a toddler component. LPA met with Director Nali Jayasinghe at 11:00 AM.

The purpose of this visit is to deliver findings to the above mentioned allegations. During the course of the investigation, LPA conducted interviews, reviewed records and made observations. Individual interviewed stated that teacher's voice can be mistaken for yelling because of the tone that is used. Individuals state that there are no concerns with how the current staff treat children in care. LPA observed the center to be operating within the capacity limits of their license and teacher to child ratios (6 toddlers to 1 teacher; 4 infants to 1 infant teacher). Individuals interviewed did not have any concerns with classroom sizes with regards to children in care. Individuals interview were not able to corroborate the allegations that a staff

member spanked a child or used an inappropriate form of discipline. Individuals interviewed corroborated that a case of Hand Foot and Mouth disease occurred at the end of July 2025. Individuals stated that parents were informed and advised that children are unable to return to care without a doctor's note. Individuals state that staff members clean all toys, seats, children's equipment and utensils daily, especially if a child has been diagnosed with Hand, Foot and Mouth disease. Individuals interviewed state that floors are swept daily through out the school day, but a cleaning crew is hired to clean the floors after operation hours. Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegations are UNSUBSTANTIATED.

A notice of site visit was given and must remain posted for 30 days.
