On 05/18/2026 Licensing Program Analyst (LPA) Mary Silva conducted a subsequent complaint inspection to conclude the investigation regarding the above complaint allegations. LPA met with Director Nicole Santos whom the reason for the visit was explained. LPA was guided on a tour of the facility. Census was taken. LPA observed in the Lemurs Room 14 children with 1 teacher and 2 assistants, Giraffes Room 13 children with 2 teachers, Panda Room 15 children with 2 teachers. LPA did not observe any staff or children in the Zebra Room.

Complainant alleged the facility Staff hit daycare child while in care. Staff yells at daycare children. Facility operating out of ratio.

During this investigation, LPA obtained a copy of the facility roster, personnel report, text messages from parent, copy of behavioral management policy, reviewed file for child #1, picture of bruise sustained by staff, picture of small bright red spot/freckle from the top of child #1’s head, viewed video footage from 02/26/2026, copy of behavioral report from 02/26/26 and other information pertaining to the allegations.

LPA conducted interviews with 2 directors, 2 preschool staff, 3 daycare children and 2 daycare parents.
Per evidence gathered, video footage reviewed and interviews conducted with staff, day care children and other possible witnesses. There were no disclosures made that corroborate with the allegations made by reporting party. During inspections conducted on 03/11/26 and 04/02/26 facility was observed to be within ratio in the Lemurs, Giraffe, and Panda. The Zebra classroom is not currently being used due to enrollment.

Although the allegation may have happened or are valid there is not a preponderance of evidence to prove the alleged violations did or did not occur. The evidence to prove something happened is equal to and has just as much convincing weight that it did not happen therefore the allegations are unsubstantiated.
The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00. Appeal Rights provided.

Exit interview was conducted and report was reviewed with Director Nicole Santos.
