Licensing Program Analyst (LPAs) Ashley Calderon and Susann Sanchez conducted an unannounced random annual inspection and met with Licensee Angela Huffman. LPAs disclosed the purpose of the inspection and was granted entry into the facility by Licensee. LPAs provided Licensee with the Family Child Care Entrance Checklist.

The home consists of 4 bedrooms, 3 restrooms, living room, kitchen, back yards , garage (day care room), and front yard. Areas that are accessible to children include: one bathroom, day care room in the garage, living room, kitchen and fenced backyard. Off limit areas to children and parents include: All bedrooms, 2 bathrooms, the side patio / backyard (attached to the dining room), and front yard.



The following was observed: chemicals and sharps are kept in high kitchen cabinets, detergents are stored in day care room that contains laundry machines. Per licensee, LPA provides children with food while in care. Rooms in the hallway "off limit" areas were observed to be closed and a baby gate is placed in the hallway entrance to remain inaccessible to children in care. LPA observed living room with a fireplace secured and inaccessible to children in care.

The outdoor play area was inspected for safety. LPAs observed age appropriate toys and equipment available to children in care. Home has guinea pigs as pets. LPAs did not observe any bodies of water on premises.



LPAs reviewed a total of four (4) children’s files for proper documentation, Child #3 and Child #4 did not have sleep log record, deficiency cited, see 809-D. Three (3) Staff files were reviewed Licensee, Angela Huffman First Aid/Infant CPR certificates are valid through 05/2026. Mandated Reporter is valid until 06/22/2024. LPAs reminded advised licensee immunization and mandated reporter for Staff #2 and Staff #3 need to be at the facility home, licensee has records at the licensee's facility center.

Based on LPA Sanchez and LPA Calderon observation and record review Licensee was unable to provide documenation due to the interview with licensee stated not having a log for infants records. The licensee did not comply with the section cited above in [2] out of [2] childrens (Child #3 and Child #4) which poses a potential health, safety or personal rights risk to persons in care.

The following were discussed: No smoking, No infant walkers, No baby bouncers, No Johnny jumpers, No exersaucers and any other item that falls into that category. LPAs reviewed fire and disaster drill conducted May/2024. LPAs tested smoke detector and carbon monoxide, devices were found operable. Fire Extinguisher was serviced and charged dated 6/10/24. LPAs advised fire extinguishers are to be inspected yearly or licensee needs to buy and keep receipt of purchased extinguisher yearly. Posting requirements were observed. LPA discussed Safe Sleep regulations and practices. LPAs discussed poisons need to be locked and inaccessible to children, stored in a locked shed in the backyard. Per Licensee, no firearms remain at the home. Per Licensee, no children in care are provided with medication.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPAs discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

Based on today’s visit, Per Title 22, California Code of Regulation there was one (1) deficiency provided on LIC 809-D. Appeal Rights were provided.

A notice of site visit was given and must remain posted for 30 days.
