32 | During the inspection, LPAs observed a staff take an infant into the napping room and could heard an infant crying while left unattended in the napping room. LPA Ayala asked Licensee if the facility normally has the children cry themselves to sleep, which Licensee responded, "he isn't crying, he's loud and is yelling." Licensee then went into the room to get the infant. Licensee then stated, "well now he started to cry because I went in there." LPAs had observed the door to the napping room closed while the infant was left inside the room. LPAs also observed video and audio monitors inside the room where the children nap. Prior to witnessing this incident, Licensee denied that children are forced to nap or forced to remain in the napping area.
As LPA Ayala was documenting this report, LPAs overheard the Licensee tell a child in the napping room to "go stay, lay down." Licensee denied the comments and said that she told the child to put his arms down, and you need to lay still because the child was fidgeting. Licensee continued to deny that children are forced to sleep or stay in the designating napping area.
Deficiencies were cited during today's inspection (refer to deficiency page).
Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty was assessed due to this regulation being violated.
A Notice of Site Visit (LIC 9213) was given and must remain posted for 30 days. Acknowledgment of Receipt of Licensing Report (LIC 9224) was also provided.
