1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	Licensing Program Analyst (LPA) Cynthia Reyes conducted an unannounced annual inspection as well as an increase in capacity on this date. LPA met with Monica Solorzano, Licensee & husband. A copy of the Entrance Checklist for Child Care homes form (LIC 126) was provided. The facility operating hours are from Monday through Friday 9 AM-1PM. A covid risk assessment was conducted upon entry. This is a single story home with a basement, 11:40 AM Licensee guided analysts on a tour of the facility. Per Licensee, there has not been any children in care since May 2023. There are 8 children currently enrolled and wont start until 09/07/2023. A current children’s facility Roster, LIC 610 was available and reviewed for completeness. The licensee states that 2 adult and 2 children currently live in the home. All adults present in the home have obtained a criminal record clearance or exemption prior to working, residing or volunteering in the licensed child care home. Licensee states that there are no firearms or weapons in the home. Licensee has a swimming pool (Photos taken) in the back yard with no gate around it, however a pool cover that holds the weight of the licensee is in place. (LPA observed the licensee walk across the pool with no seeping water) Areas that are accessible to children are as follows: The children use the bathroom adjacent from the main entrance, kitchen, dining room, family room, back yard and guest house bathroom only. Areas off limits: 5 bedrooms, 4 bathrooms, formal living room, basement, garage, laundry room & front yard.Rooms that are off-limits need to be made inaccessible during operating hours The Licensee does understand that licensing staff may have access to off-limit areas during inspection visit if necessary. Licensing staff observed the following required posted documentation in the playroom: Facility License, Publication (PUB) 394- Notification of Parent Rights and Licensing Form. LPA reviewed facility records for LIC 9040- Facility Roster, LIC 610- Facility Disaster Plan and Disaster drill log, last drill documented was 09/10/2022. Licensee states and per LPA review of the children roster there are currently 08 children enrolled.

Licensee states that there are no poisons stored in the home and understands that all poisons must be lock, and made inaccessible to children. Isolation area for sick children waiting to be picked up is outside the guest house bathroom on a couch, other children if necessary, will be away from the sick child in the family room.

Children’s records were reviewed for (LIC) 282- Affidavit Regarding Liability Insurance, LIC 700- Identification and Emergency Information, LIC 627- Consent for Medical Treatment, LIC 995A Notification of Parents’ Rights,

Staff records were reviewed, Licensee and staff are not current with mandated reporter. LPA reviewed the LIC 508- Criminal Record Statement. Licensee has No Proof of immunization's against measles. Influenza or influenza declination on file, TB clearance or risk assessment, LIC 9108- Statement Acknowledging Requirement to Report Child Abuse and current Mandated Reporter Training Certificate are not on file.

Incidental Medical Services (IMS) policy was discussed. Per Licensee, there are no children on medications. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a plan for providing IMS must be submitted to the Department. The following was observed and reviewed during this inspection. All areas identified on the facility sketch were inspected for safety, comfort, and cleanliness. There is telephone service via a land line and a cellphone that stays at the facility during operation hours. There is ventilation and heating. Detergents, cleaning compounds, and medications were observed to be inaccessible to children. The restroom that children use was observed to be safe and sanitary.

LPA Reyes observed the valve on the required 2A10BC fire extinguisher indicates fully charged. Licensee states purchased on 08/18/2023 and verified by the LPA. Smoke detector and carbon monoxide was tested and is operable. LPA advised that all Small family day care homes shall conduct fire and disaster drills at least once every 6 months and a large day care is every 3 months, and document the date and time of each drill. Last drill conducted and documented on 09/10/2022. Emergency Disaster Plan, Parent’s Rights Poster and the Facility License were observed to be posted on the parent board and visible to parents and all to see.

LPA observed the home to be clean and orderly. There are toys available for children. Appropriate sleeping arrangements. Licensee has a fire place in the family room that is inaccessible to the day care children.

Smoking is prohibited in a licensed Family Child Care Home. Per Licensee, no one smokes in the home.
LPA did not observe any objects that can pose a danger to children in care. There are 2 dogs on the premises. The licensee is observed to be operating within the license capacity limitations.

AB1207 Mandated Child Abuse Reporting – Implementation was discussed with Licensee. Website provided: http://mandatedreporterca.com. The Licensee will complete the training.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Infant Care: The facility has No infants enrolled at this time. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA advised the licensee how to access forms and regulations on line at: www.ccld.ca.gov.

There are no deficiencies being cited, however, LPA provided consultation during this inspection.

Licensee will be approved for an increase incapacity to 14. Fire clearance is approved for 14.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

Exit interview conducted and report was reviewed with the Licensee Monica Solorzano.
