On 02/13/2024 at 12:50 pm, Licensing Program Analyst (LPA), Crystal Green conducted an unannounced Case Management inspection for an increase in capacity. Upon arrival, LPA met with Facility Representative Vasthi Calvache. This facility is currently licensed as a preschool program with a capacity of 50 children. The licensee has requested to increase the preschool capacity by 15 additional children for a total new capacity of 65.

Hours of operation will be Monday to Friday from 7am to 5:30pm. Present during today’s inspection were 30 children with 6 staff. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Vasthi Calvache that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.

LPA continued to tour the facility and measured new additional indoor and outdoor activity space. This facility is adding a multiple purpose room and dramatic play area to the existing licensed areas. Total new indoor activity space measured 1,188.67 square feet, which is sufficient to accommodate the requested increase of capacity. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via water cooler. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted by LA County Fire Department on 12/13/2023.

LPA observed a total of 6 sinks and 6 toilets available for children’s use. These are sufficient to accommodate the requested capacity of 65 children.

The facility currently has a fully fenced playground area. Fencing is made of wood which was observed to be at least four feet high. The total square footage for all the outdoor activity space is 2,416.74 square feet, which can only accommodate 32 children at one time, insufficient for the number of children being requested. A playground waiver to share the playground at different times due to limited square footage shall be submitted and approved prior to licensure. Shade is provided via shade sails. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. Drinking water is available via water container. LPA observed all hazardous items on the playground to be inaccessible to children. Facility Representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

No corrections are needed. A license for 65 children will be granted upon a final file review and approval of the outdoor waiver request.

A notice of site visit was given to facility representative, Vasthi Calvache, and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
